Village of Kennard A regular and advertised meeting of the Village of Kennard Board of Trustees was held on Tuesday, January 2, 2024 at 7:00 P.M. at the Village Auditorium. Notice of the meeting was given in advance notice thereof by posting in two locations in the Village, on the Village website and social media page. Notice was also given to all Board members. Availability of the agenda was given with advanced notice. All proceedings hereafter were taken while the convened meeting was open to the attendance of the public. Chairperson Lanette Morgan called the meeting to order at 7:11p.m. In attendance were Board members Robert Dunkle, Meghan Eulberg, Vance Cooley Lanette Morgan and clerk Kathryn Doll. Motion made by Dunkle, seconded by Eulberg to approve the January 2, 2024 meeting agenda, the December 5th, 2023 meeting minutes, and the December 2023 bills. Motion carried. December bills: Visa 610.88, Blair Repaired 125.00, Affordable Concrete 3500.00, Midwest Labs 105.00, Omnisite 152.00, People Services 6177.11, NE Environmental Health Lab 485.00, Enterprise 88.08, Eakes 141.62, Papillion Sanitation 152.68, One Call 50.32, 1st Nation Capital 1478.75, Pitney Bowes 479.98, NE Dept of Revenue 801.38, US Treasury 830.36, City of Blair 3109.86, ANG HVAC 150.00, Cemify 1856.25, payroll 3390.10, mileage 158.12. Motion to introduce Ordinance 370, (ORDINANCE 370- AN ORDINANCE TO AMEND SWIMMING POOL ORDINANCE 292 AND TO CODIFY THE AMENDED ORDINANCE 292 INTO ORDINANCE 2015-4 SECTION 17.14 PROVIDING PENALTIES FOR VIOLATIONS OF THIS ORDINANCE, TO REPEAL ALL ORDINANCES IN CONFLICT HEREWITH AND PROVIDE FOR AN EFFECTIVE DATE;) and waive reading on three different days made by Eulberg, seconded by Dunkle. Motion unanimously passed. Motion to move for final passage of ordinance 370 made by Eulberg, seconded by Dunkle. By a vote of 4-0, motion passed. Ordinance 370 passed and adopted 2 Jan 2024. A representative from Ericson & Brooks Discussed yearly audit, suggested board review bank reconciliations at monthly meetings. Representative to meet with clerk to finalize budgets. Motion to approve Resolution 2024-1, a resolution to allow the clerk to prepay utility bills prior to meetings and raise limit of clerk monthly supply allowance from 150.00 to 250.00 made by Eulberg, seconded by Dunkle. Motion carried. Resolution 2024-1 passed 2 Jan 2024. Motion to approve Resolution 2024-2, a resolution to add stop signs at 4th St & Linn and 6th St. & Linn made by Eulberg, seconded by Dunkle. Motion carried. Resolution 2024-2 passed 2 Jan 2024. Resolution 2024-3 tabled until February 6th, 2024, meeting pending legal advice. Discussion of adding timers to park lights. Seeing no further business, the meeting adjourned at 8:28 p.m. ZNEZ PT 01-16-24
