City of Blair Regular Council Meeting April 9, 2024 The Mayor and City Council met in regular session in the City Council Chambers on April 9, 2024, at 7:00 PM. The following were present: Brad Andersen, Katelyn Ferrari, Holly Hafer, Kirk Highfill, Rick Paulsen, Jim Sandvold, Kevin Willis, Frank Wolff. Also present were City Administrator Green, Assistant City Administrator Barrow, Director of Public Works Heaton, City Attorney Solomon, Library Director Zarco, Finance Director/Treasurer Burton, Assistant Park Superintendent Bilslend, Parks Superintendent Long, Operations Manager Hodson, Projects Manager Larimore, Street Supervisor Kubie, HR Manager Guhl, IT Director Frahm, Community Development Director Beiermann, and Chief Lager. Mayor Rump called the meeting to order at 7:00 p.m. followed by Roll Call and the 3. Pledge of Allegiance. Consent agenda approved the following: 4a) Approval of Minutes of the March 26, 2024, meeting, 4b) Clerk report of Mayoral Action of meeting, 4c) City Department reports for March 2023, and 4d) Claims as recommended by the Finance Committee. Mayor Rump presented Don Hansen for his service and dedication as a Planning Commission member for (40) years due to his recent resignation. City Clerk Wheeler administered the Oath of Office to new Blair Police Officers Joshua Bayly and Justin Jorgensen. Council passed Ordinance 2525 on Second Reading annexing and extending the corporate limits of the City of Blair to include the real estate which is generally described as Tax Lots 252 & 280 in Section 13, Township 18 North, Range 11; Tax Lots 15, 42, 43, 47 & 48 in Section 18, Township 18 North, Range 12, and Tax Lots 66 & 67 in Section 19, Township 18 North, Range 12, all East of the 6th pm, including those portions of County Road P35A, adjoining the above listed tax lots in Washington County, Nebraska, Ordinance 2528 amending the Blair Municipal Code Chapter 5, Article 2, Section 5-203 in reference to Truck Routes on 10th Street, and Resolution 2024-34 to terminate the City of Blair as Declarant of covenants enacted for Transformation Hill Addition, Lots 28-57, inclusive, and authorize staff to file a Notice of Termination of Status as Declarant, and to send a copy of such notice to property owners of Lots 28-57. Council awarded the bid for the Mastic and Crack Sealing project to 2 the T Construction in the amount of $69,045; accepted the proposal from Pave LLC for Asphalt Rejuvenation in the amount of $28,526.00; approved plans and specifications and authorization to go out for bid for the 2024 Asphalt Resurfacing Project; awarded the bid for the parking lot paving project at Generations Park to Yost Construction in the amount of $68,380.00 and approved Amendment #4 to the Water Treatment Plant Expansion Project with HDR in the amount of $34,700. City Administrator Green distributed flyers that have been prepared to be mailed to registered voters in the City of Blair that have voted in several of the last elections and have been prepared by Gateway. Green reviewed the ½ cent sales tax and LB840 proposals noting these are two very critical issues for the city to accomplish some of the big projects needed to get done. The second meeting of the Housing Advisory Committee will be held this week and is open to the public. The next 5th Tuesday meeting is set for April 30th and Staff will begin to layout the groundwork for priority-based budgeting that takes into consideration all the programs and services offered by various departments and then allow the Council to decide what services are priority. It will take several years to get this type of budgeting up and running and to implement a capital improvement plan going forward. Green stated the Council would now be going into Executive Session, but no further action will be taken after that. Council went into Executive Session at 7:55 p.m. to discuss possible litigation involving the City of Blair and to preserve the attorney-client privilege and came out of Executive Session and reconvened as a City Council at 8:02 p.m. Mayor Rump then stated: As you may remember, the Executive Session was limited to the following subjects: to discuss possible litigation involving the City of Blair and to preserve the attorney-client privilege.
