Village of Kennard A regular and advertised meeting of the Village of Kennard Board of Trustees was held on Tuesday, January 3, 2022 at 7:00 P.M. at the Village Office. Notice of the meeting was given in advance notice thereof by posting in three locations in the Village. Notice was also given to all Board members. Availability of the agenda was given with the advanced notice. All proceedings hereafter were taken while the convened meeting was open to the attendance of the public. Chairman Lanette Morgan called the meeting to order at 7:00 P.M. In attendance were Board members, Bob Dunkle, Lanette Morgan, Clint Pearson, Vance Cooley, and Village Clerk Kathryn Doll. A motion was made my Dunkle, seconded by Cooley to approve the January 2022 agenda, (adjusting the order of agenda items to accommodate speakers) and the December 6, 2022, meeting minutes. Motion Carried. A motion was made by Dunkle to approve December 2022 bills, Pearson seconded. Motion carried. * Review of September - November 2022 Treasurer’s reports Motion to approve made by Dunkle, seconded by Cooley. Motion carried. * Kay Cook of the Kennard Planning Board discussed MAPA costs. A question was posed by Morgan about Nebraska Extension Office services. Cook will contact MAPA and the Extension Office for more information and actual costs. CPA Kent Speicher went over the yearly budget audit with the Board. Motion to accept he audit was made by Pearson, seconded by Dunkle. Motion carried. * A motion was made by Dunkle to approve Agreement with the Washington County Sheriff for ordinance enforcement, Cooley seconded. Motion carried. *. A discussion was had regarding Daycare zoning. Village is still waiting on a legal opinion. Board will consider new legal representation. A motion to approve bid for cemetery lawn care services by Travis Goldapp was made by Dunkle, motion seconded by Cooley. Motion carried. * Discussion regarding entrance vestibule built over Village sidewalk at Dew Drop Inn. Dunkle is working with the bar owner to resolve. Motion to approve removing Jill Camden from and adding Kathryn Doll and Lanette Morgan to Washington County Bank accounts 2198 and 5824 and removing Jill Camden from and adding Kathryn Doll to the Safe Deposit Box 1005 made by Dunkle, seconded by Pearson. Motion carried. * Discussion of potential Village Attorney candidates. Morgan and Doll will investigate candidates further and report to the Board at the next meeting. Discussion of water meter issues. Doll will contact former clerk for clarification on several accounts. Thompson Construction Discussion of One and Six plan and assignment of a Street Superintendent were tabled until February 7, 2023, meeting.
