Village of Kennard A regular and advertised meeting of the Village of Kennard Board of Trustees was held on Tuesday, December 6, 2022 at 7:00 P.M. at the Village Auditorium. Notice of the meeting was given in advance notice thereof by posting in three locations in the Village. Notice was also given to all Board members. Availability of the agenda was given with the advanced notice. All proceedings hereafter were taken while the convened meeting was open to the attendance of the public. Chairman Clint Pearson called the meeting to order at 7:01 P.M. In attendance were Board members Meghan Eulberg, Bob Dunkle, Lanette Morgan, Joe Burmood, and Clerks Jill Retzlaff and Kate Doll. A motion was made my Dunkle, seconded by Burmood to approve the December 6, 2022 agenda, (adjusting the order of agenda items to accommodate speakers) Nov 1, 2022 meeting minutes, November 2022 bills, and September 13, 2022 Budget hearing minutes. Motion carried. * Review of September - November 2022 Treasurer's reports postponed to January 3, 2023 meeting. Darcy Huff from FNIC Insurance went over coverages and costs for 2023 policies. Premium up $4000 from 2022 policy due to inflated construction costs. Washington County Sheriff Mike Robinson presented the board with options for handling ordinance violations. Clerk to research options and present at the January 3, 2023 meeting. Bids for alternate cemetery mapping software pending receipt by Cemetery Sexton Anne Godsey. JC Excavation plans to begin ditch clean-out next week (along Linn St from railroad to First St, then along First to Main) weather permitting. Discussion regarding entrance vestibule built over Village sidewalk at Dew Drop Inn. Letter from Village asking to remove vestibule by December 1 was sent in October. Addition remains. Dunkle to contact owners for update. Discussed hiring of part time tech for water meter repairs. George Pearson, Maintenance Department has been available to troubleshoot meters, so hiring is delayed. Dunkle and newly elected Trustee Vance Cooley swore oaths of office. Dunkle made motion, seconded by Eulberg to nominate Morgan as Board Chairperson. All Ayes, Burmood abstained. Motion carried. Village Committees were decided as follows: Road & Street: Dunkle & Cooley, Auditorium/Park/Cemetery: Pearson & Eulberg, Administration: Cooley, Morgan & Eulberg. Board approved Lanette Morgan as check signer on Village checking account at Washington County Bank. Board reapproved purchase of 6 replacement Village office chairs. Discussion of redeemed wastewater Certificate of Deposit. Board approved CD purchase at Pinnacle bank. Discussion of replacement of resident water meter. Clint Pearson to investigate meter installed at residence. Discussion of status of leaking hydrant at 2nd & Linn. The hydrant will either be replaced or repaired at the time Henton Trenching begins installing shut-off valves. Estimated completion by spring 2023. Blair recommends village install at least 5 water testing stations. Dunkle made motion, seconded by Eulberg for Doll to attend Clerk training in Kearney March 2023.
