City of Blair Regular Council Meeting October 25, 2022 The Mayor and City Council met in regular session in the City Council Chambers on October 25, 2022, at 7:00 PM. The following were present: Holly Hafer, Kevin Hall, Kirk Highfill, Mindy Rump, Andrew Schank, Jon Stewart, Frank Wolff. Absent: Kevin Willis. Also present were City Administrator Storm, Assistant City Administrator Barrow, Director of Public Works Schoemaker, City Attorney Solomon, Library Director Zarco and Chief Lager. Mayor Hansen called the meeting to order and made introductions at 7:00 p.m. followed by a statement of compliance with the open meetings act and the Pledge of Allegiance. Consent agenda approved the following: 3a) Approval of Minutes of the Special Council meeting on October 18, 2022, 3b) Clerk report of Mayoral Action of meeting and 3c) Claims as approved by the Finance Committee. Council voted to deny the request by Bob Frahm to eliminate the sidewalk on the east side of the property located at 1106 Park St.; approved an Engineering Agreement with Felsburg Holt Ullevig for Traffic Counting in Blair and amend the agreement to also include traffic counts on Butler Street; approved an Engineering Agreement with JEO Engineering for Street Improvements in the amount of $19,250; adopted Resolution 2022-36 approving the Nebraska Department of Transportation annual agreement for Highway Maintenance for 2023 and postponed consideration of an Ordinance amending Chapter 5, Article 2 of the Municipal Code of the City of Blair, Nebraska by amending Section 5-203 regarding truck routes on city streets within the Municipality until the next meeting. City Administrator had no report.
