A regular and advertised meeting of the Village of Kennard Board of Trustees was held on Tuesday, December 5th, 2023, at 7:00 P.M. at the Village Offices 208 Main Street Kennard, NE. Notice of the meeting was given in advance notice thereof by posting in two locations in the Village, on the Village website, and on social media and in the Enterprise newspaper. Notice was also given to all Board members. Availability of the agenda was given with advanced notice. All proceedings hereafter were taken while the convened meeting was open to the attendance of the public. Chairperson Lanette Morgan called to meeting to order at 7:01 p.m. In attendance were board members Lanette Morgan, Robert Dunkle, Meghan Eulberg, Vance Cooley, Clint Pearson, and clerk Kathryn Doll. Motion was made by Dunkle, seconded by Eulberg to approve the December 5th, 2023 agenda, the November 7th, 2023 meeting minutes, and the November 2023 bills. Motion passed. November 2023 Bills: Visa 497.35, Intuit 340.84, CJ’s Tree Service 11400.00, Midwest Labs 87.50, Municipal Supply Co. 680.89, People Services 950.00, NE Environmental Lab 61.75, Enterprise Pub 84.08, Cemify 1856.25, Papillion Sanitation 173.09, Henton Trenching 425.70, Pitney Bowes 362.37, NE Dept of Revenue 978.32, Bomgaars 8.97, City of Blair 3996.54, OPPD 2080.33, Fastwyre 285.43, ANG HVAC 349.13, Payroll 4819.44, mileage 163.10. The Kennard planning commission reported no residents attended the November 28th public hearing on proposed ordinance changes to the 1997 existing swimming pool ordinance 292. The Village Board will hold a public hearing on the proposed ordinance changes January 2nd, 2024 before the regularly scheduled monthly board meeting. Clerk to recodify pool definitions and spell check. A motion was made by Dunkle, seconded by Eulberg to approve renewal insurance bid from FNIC. Motion carried. A discussion regarding 811 locates was had. People Services will back up when Maintenance supervisor is unavailable. Street committee reports that Affordable Concrete will finish contracted service in the spring. Motion to purchase 4 stop signs and a diagonal parking sign made by Cooley, seconded by Dunkle. Motion carried. A resolution will be considered to install stop signs on the NE corner of WB traffic at 6th & Linn, where westbound traffic on 6th street will stop at Linn, and to replace yield signs at 4th & Linn and install stop signs SB Linn and EB & WB 4thstreet. A motion was made by Dunkle, seconded by Cooley to approve a bis from ANG, not to exceed 2500.00 for air conditioner repair at the Auditorium. Motion carried. Dunkle asked to check with contractor if they can program 2 Auditorium thermostats together. Clerk discussed a resolution to allow for utility bills to be paid on time by the clerk. Board will look at the resolution at the January 2nd, 2024 meeting. Motion to approve the purchase of Village worker t-shirts made by Cooley, seconded by Dunkle. Motion carried. Seeing No further business, a motion was made by Eulberg, seconded by Dunkle to conclude the meeting. Motion carried. Meeting adjourned at 8:20 p.m. Board Chair Clerk ZNEZ ENT 12-15-23
