Washington County Board of Supervisors The Board met in regular session at 3:05 pm on Tue, Sept 13, 2022 in the Supervisor’s meeting room at the courthouse in Blair, Nebr. Present: Chairman Steve Dethlefs, Board members Bob Frahm, Kevin Barnhill, Lisa Kramer, Jordan Rishel, Jay Anderson, and Steven Kruger. Also present, Co Clk Barb Sullivan, Treas Marj Hoier, Shrf Mike Robinson, and Co Atty Scott Vander Schaaf. Board unanimously approved the agenda for 10/11 and the minutes of the 9/27/22 meeting. Board unanimously approved the monthly fee reports and all claims. Board voted unanimously to receive and place on file correspondence from USDA and th US Small Business Admin. At 3:10 p.m. the board voted to go into closed session for the purpose of discussing attorney client privileged information, discussing attorney client privileged information regarding current, potential, imminent threat of litigation, and contract negotiations involving Washington Co with 6 members voting aye, Kruger voting nay. Those present in closed session were 7 board members, Co Clerk Sullivan, Co Atty Vander Schaaf, Shrf Mike Robinson, and Megan Eagleton. Board voted unanimously to come out of closed session at 3:18 p.m. There was no action in open session. Treas Marj Hoier requested direction from board on Annual Report of Delinquent Taxes that were presented on 9/27. Board voted unanimously to authorize the Treasurer to issue a tax sales certificate on properties presented on 9/27/22. Hwy Supt Bill Hansel gave a brief update on road projects then discussed contract with Speece Lewis. Board voted unanimously to approve contract with Speece Lewis for Observation of Construction on Co Rd 34, east of Ft Calhoun. At 3:30 p.m. the board voted unanimously to go into closed session to protect the public interest with respect to discussion involving personnel. Those present in closed session were 7 board members, Co Clerk Sullivan, Co Atty Vander Schaaf, Bill Hansel, and Megan Eagleton. Board voted unanimously to come out of closed session at 4:02 p.m. There was no action in open session. Supervisor Frahm stated he would like to withdrawal his request for agenda item #11, motion to amend the adoption of Res 2022-27; adopting the 22/23 Washington County budget. Chris Shewchuk, Planning Admin, discussed petition to vacate a portion of Washington Ave right-of-way submitted by Andy Dickinson and said the final step is to have board accept said petition. Board voted unanimously to accept the petition to vacate a portion of Washington Ave right-of-way and proceed with statutory requirements to vacate right-of-way. Shewchuk then discussed the request of Jesse Burt for a CUP to temporarily allow two single-family residences during construction on one parcel of land zoned A-1. Chairman opened a public hearing to which there were no comments from the public. Board unanimously approved CUP to temporarily allow two single-family residences on one parcel on TL 3, Sect 10-19-10 for a two-year term. Shrf Mike Robinson gave an update on jail revenues for Sept that totaled $30,485. Chairman Dethlefs discussed a proposed revision in the County Board Bylaws & Policies covering Committees/Duties and stated that additions to Sect 9.6.1 & 9.6.2, covering Committee Supervisory Responsibilities, will better define the roles. Board unanimously approved the revision of Sect 9 of the County Board Bylaws & Policies. Comments from public: Mike Anderson spoke. Committee reports were briefly discussed. At 4:28 p.m. the board voted unanimously to go into closed session to protect the public interest with respect to discussion involving personnel. Those present in closed session were 7 board members, Co Clk Sullivan, Co Atty Vander Schaaf, and Megan Eagleton. Board voted unanimously to come out of closed session at 4:41 p.m. In open session the board voted unanimously to authorize Personnel Committee to send offer letter to applicant for Building Inspector. Board voted unanimously to go back into closed session at 4:43 p.m. to protect the public interest with respect to discussion involving personnel. Those present in closed session were 7 board members, Co Clk Sullivan, Co Atty Vander Schaaf, and Megan Eagleton. Board voted unanimously to come out of closed session at 4:55 p.m. In open session the board voted unanimously to authorize Personnel Committee to send offer letter to applicant for Building Supervisor.
