Washington County Board of Supervisors The Board met in regular session at 3:05 pm on Tue, Sept 12, 2023 in the Supervisor’s meeting room at the courthouse in Blair, Nebr. Present: Chairman Steve Dethlefs, Co Board Members, Bob Frahm, Jon Stewart, Lisa Kramer, Jay Anderson, Kevin Barnhill, and Steven Kruger. Also present, Co Clk Barb Sullivan, Dpty Treas Merri Hightree, Shrf Mike Robinson, Chf Dpty Shrf Mitch Robinson, and Dpty Co Atty Tom Brantley. Board unanimously approved the agenda for 9/12 and the minutes of the 8/22/23 meeting. All claims and monthly fee reports were received reviewed and unanimously approved. Board unanimously voted to received correspondence from Cuming Co Planning & Zoning and Nebr Commission on Law Enforcement. Hwy Supt David Kruger gave a brief update on Road Dept projects and grant writing training. Dpty Treas Hightree discussed annual report by the Treasurer of delinquent taxes not sold at annual tax sale or collected by Credit Bureau. Then Hightree asked the board to strike $1,469.86 from the tax rolls that had been delinquent for 15 yrs which the board unanimously approved. Shrf Robinson stated that the revenues from the jail were $92,730 for the month of Aug. Then Robinson discussed increase in food costs from Summit Food Service. Board voted unanimously to authorize Chairman to sign letter giving 60-day termination notice to the Food Service Partnership Agreement with Summit pending Co Atty approval of the language. Next Robinson stated that that there was an error in the figures that were presented at the last meeting regarding finance bids for patrol cars and said Co Atty Vander Schaaf advised to have the banks rebid. Board voted unanimously to rescind prior motion to approve financing with RVR Bank. Robinson then discussed the following rebids for financing: 1) WCB, 5.702% int, $173,667 total, 2) RVR Bank, 5.75% int, $173,978 total. Board voted to approve financing with WCB for the purchase of 3 vehicles with 6 members voting aye, Kramer voting nay. Board voted unanimously to approve the appointments of Carl Lorenzen and Nels Christensen to the Tekamah Airport Joint Zoning Board as presented by Mark Van Der Hart, Chairman of said board. At 4 PM Supervisor Kruger discussed the proposed 2023-24 county budget with the board, then Chairman Dethlefs opened a public hearing to which Ben Stangl spoke. After there were no other public comments, the Chairman closed the public hearing. Supervisor Kramer discussed possible content for the new county website design and layout and asked for suggestions and/or pictures to use on the various website pages. Board voted unanimously to receive and place on file the Washington Co Inventories for 2023. Board voted unanimously to authorize the Chairman to sign SDL Local Recommendation Form 200 for 1316 Jones, LLC, reception at Red Barn Chapel, 9/30. Dpty Co Atty Brantley and Ben Stangl spoke during public comments and Committee Reports were briefly discussed. At 4:33 PM the board voted unanimously to go into closed session for the purpose of discussing attorney client privileged information, attorney client privileged information regarding current, potential, imminent threat of litigation, and contract negotiations involving Washington Co. Those present in closed session were 7 board members, Co Clk Sullivan, Dpty Atty Brantley, Shrff Robinson, Chf Dpty Robinson, and Megan Eagleton. Board voted unanimously to come out of closed session at 5:11 PM. In open session the board voted unanimously to transfer supervision of maintenance personnel from the courthouse to Sheriff’s office.
