Washington County Board of Supervisors The Board met in regular session at 3:00 pm on Tue, Jan 10, 2023 in the Supervisor’s meeting room at the courthouse in Blair, Nebr. Co Clk Sullivan declared the reorganizational meeting for 2023 was in session. Present: Board members Steve Dethlefs, Lisa Kramer Bob Frahm, Jon Stewart, Kevin Barnhill, Jay Anderson, and Steven Kruger. Also present, Co Clk Barb Sullivan, Shrf Mike Robinson, and Co Atty Scott Vander Schaaf. Clerk requested nominations for Chairman: Barnhill nominated Dethlefs. Board unanimously voted that the nominations cease and cast a unanimous ballot for Steve Dethlefs for Chairman. Clerk then requested nominations for Vice Chairman: Anderson nominated Frahm. Board unanimously voted that the nominations cease and cast a unanimous ballot for Bob Frahm as Vice Chairman. Chairman Dethlefs presided over the meeting and declared a recess to go into the Board of Equalization. Board reconvened at 3:04 p.m. Board unanimously approved the agenda for 1/10/23. Board voted to approve the minutes of the 12/27/22 meeting with 6 members voting aye, Barnhill abstained without conflict. Board unanimously approved monthly fee reports and all claims. The following correspondence was received and placed on file: Notice of Public Hearing from Dodge Co Planning Commission and Board of Supervisors. Board unanimously voted that Washington Co Bank, First State Bank (Two Rivers), Nebr Public Agency Investment Trust (NPAIT), and Nebr Cooperative Liquid Assets Securities System (NE CLASS) be designated as depositories for county funds for 2023 and unanimously voted to authorize Co Treas to invest county funds in any of the designated depositories. Jay Anderson gave a brief update on Road Dept work, then Lisa Kramer discussed state bids for 2 pick-up trucks with plows that were originally bid last year but were cancelled due to manufacturer supply shortages. Kramer said the same pick-ups are now at a substantially higher price and that the state bid website only offers Ford trucks. Board unanimously approved stated bid for 2 new pick-ups with plows for $53,884 each. Chris Lane, Speece Lewis, gave an update on projects scheduled for 2023. Terry Cameron discussed concerns he has with the upcoming Co Rd 4 project and believes there are areas of the road that need to be addressed first before the project starts. Shrff Mike Robinson discussed jail revenues for Dec totaling $31,070 then stated that the Sheriff’s office will look to ordering cars for the next fiscal year shortly as it takes several months for order to come in. Clerk Sullivan stated that since the position of Hwy Supt was vacant for a portion of 2022 the board is required to complete 2 Year-End Certifications designating Bill Hansel and the County Board as acting Hwy Supt for their designated time periods. Board voted unanimously to adopt Res 2023-1; Year-End Certification of County Hwy Supt for 2022. Board voted to appoint the County Board of Supervisors as acting Co Hwy Supt until vacancy is filled with 6 members voting aye, Kruger voting nay. Board voted unanimously to compensate the 2 Road Dept Forman at $240 per payroll (80 hrs), retroactive from Dec 14, until Hwy Supt is appointed. Planning & Zoning Admin Chris Shewchuk discussed upcoming joint Supervisors and Planning Comm meeting on Jan 19 and said the purpose of the meeting is to discuss some of the proposed changes to the Comp Plan as well as receive public feedback. Citizens can submit their questions and/or comments ahead of the Jan 19 meeting to the Planning Office or email newregs@washingtoncountyne.gov. Board voted unanimously to receive and place on file the Treasurer’s Semi-Annual Statement. Board voted unanimously to authorize Chairman to sign SDL Local Recommendation Form for Elkhorn Valley Golf Club for a reception on 2/11/23. Comments from the public: Ben Stangl, Pam Daly, Mike Anderson, Lisa Kramer, Jared Lane, Zach Fowler, Dan Daly, Ben Trapper, Scott Stangl, and Megan Miller discussed their concerns and/or opposition to the Draft Comp Plan and Zoning Regs. Committee Reports: Personnel Comm worked on reviewing and updating job description for Hwy Supt and will post for the position this week. Tech Comm is working with TurnKey to get up-to -date hearing-impaired equipment for public use at meetings. At 4:31 pm the board voted to go into closed session for the purpose of discussing attorney client privileged information, attorney client privileged information regarding current, potential, imminent threat of litigation, and contract negotiations involving Washington Co. Those present in closed session were 7 board members and Co Atty Vander Schaaf. Board voted unanimously to come out of closed session at 4:47 pm. There was no action in open session.
