Washington Co Board of Supervisors The Board met at 3:05 pm on Tue, Sept 27, 2022 in the Supervisor’s meeting room at the Courthouse in Blair, Nebr. Present: Chairman Steve Dethlefs, Co Board Members, Lisa Kramer, Jay Anderson, Jordan Rishel, Bob Frahm, Kevin Barnhill, and Steven Kruger. Also present, Co Clk Barb Sullivan, Treasurer Marj Hoier, and Co Atty Scott Vander Schaaf. Atty Vander Schaaf he did not have any items for a closed session. Board unanimously approved the agenda for 9/27 and the minutes of the 9/13/22 meeting. Claims were received, reviewed, and approved unanimously approved. Board voted unanimously to receive and place correspondence from NE Chamber. Hwy Supt Hansel gave a brief update on Road Dept projects and announced that the county had received $637,206 from FEMA for the 2019 flood disaster. The money can be used to pay for materials that were used for flood repair work and Hansel said he is expecting an additional $300,000. Board voted unanimously to change bid letting for Ft Calhoun road project to allow the Roads Committee to open and record bids on Oct 19 @ 11 a.m. Treas Marj Hoir passed out Real Delinquent Report and asked the board to give direction at the next meeting per NE Statute 77-1918. Javier Fernandez, OPPD CEO, gave a presentation on OPPD projects and advancements, including but not limited to solar, nuclear, infrastructure, and power demand. Planning Admn Chris Shewchuk had the following public hearings: 1) Rahn & Patricia Sass request approval of a CUP to construct an accessory building prior to the primary building on property zoned A-1. There were no comments during public hearing. Board voted unanimously to approve request for Rahn & Patricia Sass for a CUP to construct an accessory structure prior to the primary building for a two-year term. 2) Terry Rasmussen, for TBR, Inc, requests approval of a CUP to allow long-term stockpiling of gypsum at 2 locations zoned A-1. Ben Stangl and Mike Anderson spoke during the public hearing. Board voted unanimously to approve request of Terry Rasmussen for a CUP for long-term stockpiling of gypsum at 2 locations with a one-year review period. 3) Jon & Jean Katt request approval of a CUP to temporarily allow two single family dwellings on one parcel of land zoned A-1. There were no comments during public hearing. Board voted unanimously to approve CUP for Jon & Jean Katt to temporarily allow two single family dwellings on one parcel for a two-year term. Angi Heller, NE Extension, discussed proposed Interlocal Agreement and Addendum between the county and Extension office as well as the revised proposed Constitution & Bylaws. Co Atty Vander Schaaf stated that has some concerns over some of the language in the agreement and would like to discuss possible changes with Heller. Board voted unanimously to table the NE Extension in Washington Co Constitution & Bylaws until further review from Co Atty and the Interlocal Agreement and Addendum are ready for approval. Finance Comm presented the proposed 2022-23 county budget and stated no changes were made from the proposed budget presented at the Sept 13 hearing. Board voted to adopt Res #2022-27; adopting the FY 2022-23 Washington Co Budget with 4 members voting aye, Kramer, Rishel, Anderson voting nay. Board voted to adopt Res #2022-28; setting the final levy for 2022-23 fiscal year with 4 members voting aye, Kramer, Rishel, Frahm voting nay. Board voted to approve TurnKey to add two new data drops in the District Courtroom and install inside wall not to exceed $1,000 with 6 members voting aye, Kruger voting nay. Board voted unanimously to authorize Chairman to sign SDL Local Recommendation for Nelson’s Food Pride. Board voted unanimously to un-table SDL for 1867 Bar. Board voted unanimously to authorize Chairman to sign SDL Local Recommendation for 1867 Bar. Comments from publc: Ben Stangl Mike Anderson, and John Orr spoke. Committee reports were briefly discussed. It was moved by Barnhill and seconded by Rishel to adjourn from the meeting. Before sent to a vote, board member Frahm stated he would like to go into closed session due to developments that occurred during the meeting. Board voted unanimously to rescind motion to adjourn. At 5:04 p.m. the board voted unanimously to go into closed session for the purpose of discussing attorney client privileged information, attorney client privileged information regarding current, potential, imminent threat of litigation and contact negotiations involving Washington County. Those present in closed session were 7 board members. Board voted unanimously to come out of closed session at 5:26 p.m. There was no action in open session.
