Washington Co Board of Supervisors The Board met at 3:00 pm on Tue, Nov 28, 2023 in the Supervisor’s meeting room at the Courthouse in Blair, Nebr. Present: Chairman Steve Dethlefs, Co Board Members, Lisa Kramer, Jon Stewart, Jay Anderson, Kevin Barnhill, and Bob Frahm. Absent: Steve Kruger. Also present, Co Clk Barb Sullivan, Shrf Mike Robinson, and Co Atty Scott Vander Schaaf. Board unanimously approved the agenda for 11/28. Board voted to approve the minutes of the 11/14/23 mtg with 5 members voting aye, Kramer abstained without conflict. Board unanimously approved all claims and correspondence. Hwy Supt Kruger gave an update on Road Dept matters. Planning Admin Chris Shewchuk had the following public hearings: 1) Nick Wenninghoff, for Washington Seeding, request CUP Modification to allow continued operation of a borrow pit for an indefinite period of time on property legally described as TL 13, Sect 12-17-10. Shewchuk went through request and there were no comments during the public hearing. Board voted unanimously to approve CUP Modification to allow continued operation of a borrow pit for an indefinite period, with two-year administrative reviews. 2) Brenda Hamre, for Lizzy Mae, LLC, requests approval of a one-time lot split and a change of zone from A-1 to A-LSR on the E1/2 of the NE1/4 of Sect 14-17-11. Shewchuk answered questions from board members and there were no comments during public hearing. Board voted unanimously to approve the request for a one-time lot split. Board voted unanimously to adopt Res 2023-28, rezoning a portion of the E1/2 of the NE ¼ of Sect 14-17-11 form A-1 to A-LSR. Shewchuk then discussed the three candidates to fill the two seat vacancies on the Planning Commission and passed out ballots. The candidates were Scott Stangl, Gary Lambrecht, and Mike Smith. Clerk read the vote into record: 6 votes for Smith, 4 votes for Lambrecht, 2 votes for Stangl. Board voted unanimously to appoint Gary Lambrecht and Mike Smith to the Planning Comm for 3-year terms from 1/1/24 until 12/31/26. Weed Supt Josh Nelson gave a year-end update and provided copies of the Noxious Weed Control Plan and Activity Report for 2023. Board voted unanimously to authorize Chairman to sign agreement with Maximus for the County’s Indirect Cost Allocation Plan. Board voted unanimously to adopt Res 2023-29; transferring $264,000 from Inheritance Tax Fund to the Public Safety Bond Fund as per county budget. Board voted unanimously to authorize Chairman to sign SDL Local Recommendation Form 200 for Washington County Community Foundation. Committee reports were briefly discussed, and there were no public comments. There were no items for a closed session.
