Village of Herman Minutes of Meeting October 11, 2022 The meeting of the chairman and board of trustees of the Village of Herman, Nebraska was convened in open public session at 7:00p.m. on October 11, 2022, held at the Village Office. Notice was given in advance by posting. The meeting was called to order by Chairman Kuhl. Trustees Christiansen, Hansen, Peters and Wofford were present. Motion by Peters, second by Wofford to approve minutes of September 13, 2022. Roll call, all ayes, motion carried. Motion by Christiansen, second by Hansen to approve minutes of September 19, 2022. Roll call, all ayes, motion carried. Motion by Peters, second by Wofford to approve the August 31, 2022 treasurer’s report, roll call, all ayes, motion carried. Motion by Christiansen, second by Peters to approve the bills as presented. Roll call, all ayes, motion carried. Trustee Wofford introduced ORDINANCE 2022-2, AN ORDINANCE OF THE VILLAGE OF HERMAN, NEBRASKA, BANNING OUTDOOR BURNING OF GARBAGE AND ANY OTHER MATERIAL IN A BARREL OR CONTAINER OF ANY KIND; PROVIDING A PENALTY FOR A VIOLATION HEREOF; REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE. Trustee Christiansen seconded the motion that the statutory rule requiring that ordinance be read on three different days be dispensed with so that Ordinance No. 2022-2 might be introduced, read by title and then moved for final passage on the same day, without the same being read in full. Roll call, all ayes. Motion carried. The motion to suspend the statutory rule having been concurred in by more than three-fourths (3/4) of all members elected to the Board of Trustees, Chairman Kuhl declared the motion passed. Trustee Peters read by title said Ordinance and moved that Ordinance 2022-2 be passed, which motion was seconded by Trustee Christiansen. Chairman Kuhl then stated the question: Shall Ordinance 2022-2 be passed and adopted? Clerk called the roll, Trustees Christiansen, Hansen, Peters and Wofford, ayes. Nays, none. Motion carried. Chairman Kuhl stated the passage and adoption of said ordinance having been concurred in by a majority of all members of the Board of Trustees, I declare the Ordinance 2022-2 adopted. Chairman Kuhl in the presence of the Board of Trustees signed Ordinance 2022-2 and the Village Clerk attested the passage and approval of the same and affixed her signature thereto. Motion by Wofford, second by Hansen to approve Nels Christensen as village maintenance personnel, handling all job duties except water and sewer. Roll call, all ayes. Motion carried.
