Village of Herman Minutes of Meeting February 13, 2023 The meeting of the chairman and board of trustees of the Village of Herman, Nebraska was convened in open public session at 7:00p.m. on February 13, 2023, held at the Village Office. Notice was given in advance by posting. The meeting was called to order by Chairman Wofford at 7:00p.m. Trustees Christiansen, Hansen, Hawkins & Peters were present. Motion by Hansen, second by Christiansen to approve minutes of January 24, 2023. Roll call, all ayes, motion carried. Motion by Peters, second by Hansen to approve the December 31, 2022 treasurer’s report. Roll call, all ayes, motion carried. Motion by Christiansen, second by Peters to approve the bills as presented. Roll call, all ayes, motion carried. Roll call, all ayes, motion carried. Motion by Christiansen, second by Peters to approve the Core & Main bid for radio read units at a cost of $35,955.87 and to pay for with grant funds. Roll call, all ayes, motion carried. Motion by Peters, second by Hansen to solicit bids for demolition of building at 802 & 804 West Street. Roll call, all ayes. Motion carried. Motion by Christiansen, second by Hansen to make recommendation to the Liquor Control Commission to approve PB 75’s Class C liquor license. Roll call, all ayes, motion carried. Trustee Peters introduced Resolution 2023-1, a resolution whereas Great Plains Communications and the Village of Herman have agreed that an application for the Capital Projects Fund Grant Program funding is essential to the public interest and welfare of residents and businesses in the Village of Herman. Trustee Christiansen moved for its adoption, seconded by Trustee Hawkins. Chairman Wofford called for the roll call, all ayes. Nays, none, motion carried. Chairman Wofford declared foregoing resolution passed and approve this 13 day of February, 2023. Trustee Christiansen introduced ORDINANCE 2023-1, AN ORDINANCE OF THE VILLAGE OF HERMAN, NEBRASKA, AN ORDINANCE OF THE VILLAGE OF HERMAN, NEBRASKA, ALLOWING MINUTES TO BE WRITTEN IN DIGITAL FORM; ALLOWING ORDINANCES TO BE PUBLISHED IN DIGITAL FORM; REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE AND MOVE THAT THE STATUTORY RULE REQUIRING READING ON THREE (3) DIFFERENT DAYS BE SUSPENDED. Trustee Peters seconded the motion that the statutory rule requiring that ordinance be read on three different days be dispensed with so that Ordinance No. 2023-1 might be introduced, read by title and then moved for final passage on the same day, without the same being read in full. Roll call, all ayes. Nays, none. Motion carried. The motion to suspend the statutory rule having been concurred in by more than three-fourths (3/4) of all members elected to the Board of Trustees, Chairman Wofford declared the motion passed. Trustee Hawkins read by title said Ordinance and moved that Ordinance 2023-1 be passed, motion was seconded by Trustee Peters. Chairman Wofford then stated the question: Shall Ordinance 2023-1 be passed and adopted? Clerk called the roll, all ayes. Nays, none. Motion carried. Chairman Wofford stated the passage and adoption of said ordinance having been concurred in by a majority of all members of the Board of Trustees, I declare the Ordinance 2023-1 adopted on this 13 day of February, 2023. Chairman Wofford in the presence of the Board of Trustees signed Ordinance 2023-1 and the Village Clerk attested the passage and approval of the same ad affixed her signature thereto.
