PUBLIC NOTICE Village of Kennard A regular and advertised meeting of the Village of Kennard Board of Trustees was held on Tuesday, December 1st, 2020 at 7:00 P.M. at the Village Auditorium. Notice of the meeting was given in advance notice thereof by posting in three locations in the Village. Notice was also given to all Board members. Availability of the agenda was given with the advanced notice. All proceedings hereafter were taken while the convened meeting was open to the attendance of the public. Chairman Clint Pearson called the meeting to order at 7:00 P.M. In attendance were Board members Jeanie Clark, Joe Burmood, Russ Cook, Bob Dunkle and Clerk Jill Camden. Also present were board nominees Meghan Eulberg and Cordero Hansen. Chairman Pearson advised those present of the location of the Open Meetings poster as required per State Statute 84-1407- 84-1411. A motion was made by Clark, seconded by Cook to approve the December 1st, 2020 meeting agenda, the November 24th, 2020 special meeting minutes and the November 2020 bills. Motion carried. A motion was made by Cook and seconded by Clark to table the November Treasurer’s Report to the January regular board meeting. Motion carried. Pearson thanked Cook and Clark for 8 years of service to the Village, sighting many of their individual attributes and expertise provided to the community, as they stepped down as board members. Meghan Eulberg and Cordero Hansen were welcomed and sworn in as replacement members. Pearson read the oath for his reappointment to another term as board member. Darcy Huff with Blair Insurance Company submitted the written insurance proposal for 2021 and discussed some coverage changes, including but not limited to the addition of coverage to the cemetery and park playground equipment. She will confirm coverage limits to the park shelters and make adjustments, if necessary. The vacating of 5th Street request by Nick Maloley was again discussed. Pearson summarized the Village attorney’s interpretation of the Village municipal code on the topic. Residents in attendance voiced concern regarding how street closure might affect future growth of the Village. Residents were concerned with how Maloley plans to use the property and the potential size and number of buildings erected on the property. Pearson said Village ordinance change suggestions are welcome if there’s concern with what is allowed in the current building code. Burmood requested that the board view Maloley’s building plans when available. Maloley was not in attendance. No action taken. Dunkle made a motion and Hansen seconded to appoint Pearson as Chairman of the Village Board. Pearson accepted. Motion carried. Village Committee appointments were decided and are listed below. Water/Sewer: Hansen, Dunkle (Hansen is main contact for Blair Water) Streets/Roads: Hansen, Burmood Auditorium/Parks/Cemetery: Eulberg, Pearson Administration: Eulberg, Burmood, Pearson Clerk/Treasurer: Jill Camden Street Superintendent: Kelly G. Thompson Attorney: Timothy Schulz Engineer: JEO Consulting Cook informed the board that he had been in contact with Ethan Roe, Inspector for the City of Blair regarding the Village’s need for a building inspector. Roe/Blair is willing to accept this position if terms can be agreed to. Clerk Camden to research possible terms and prepare a rough draft agreement and fee schedule for review by both parties. It was decided that the Village will adhere to the 2009 code book for all Village projects, as this contains less complex and costly building code requirements compared to the 2018 code book. Clark informed the Board that the new door for the lift station is on back-order, but the installation contractor hopes to have the door installed prior to Christmas 2020. Clark received a verbal bid from Matt Rasmussen to replace the damaged drywall in the auditorium for approximately $1500. Clark will obtain a written bid via email. Dunkle made a motion, seconded by Hansen to accept the emailed bid. Motion carried. Water usage discrepancies at Spring Ridge were discussed. Pearson has been testing residential meters to confirm usage. Pearson found that several Spring Ridge residents have been grossly underbilled for water usage. Said residents will be notified in-writing of this issue and that their water bills will be correct going forward. Dunkle again suggested installing a main-line meter to assist with measurement/damage-control and will obtain estimates for meter installation. Pest-Trol Services is scheduled to treat the auditorium and firehall with insecticide on December 3rd, 2020 as previously approved by the Board. There were no junk ordinance violations to discuss.
