NOTICE OF PRIMARY ELECTION Notice is hereby given that an Election will be held on Tuesday, May 14, 2024, at the usual polling places in the precincts of Washington County, Nebraska, an election will be held. The polls will be open at 8:00 o’clock a.m. and close at 8:00 o’clock p.m. Said election will be for the nomination of candidates to various offices and voting on various issues. Length of term in office is 4 years unless otherwise stated. Some races will not appear on the Primary Election Ballot as the number of candidates filing does not exceed twice the number of vacancies; these candidates are declared nominated and advance to the November 5, 2024, General Election. Kelly Kris Richardson Clint Lewis PROPOSITIONS City of Blair, Nebraska Additional Sales Tax “Shall the Governing Body of The City of Blair, in the State of Nebraska, impose an additional sales and use tax of one-half of one percent (1/2%), resulting in an aggregate sales and use tax of two percent (2%) upon the same transactions within such City of Blair on which the State of Nebraska is authorized to impose a tax, for (i) voter-approved infrastructure projects related to the City’s economic development program, and (ii) public infrastructure projects as specified in Section 77-27,142(2)(b)(ii), Reissue Revised Statutes of Nebraska, as amended, including the following: The acquisition, construction or improvement of public facilities, public parks, transportation and utility infrastructure, and road improvements, such as the South Bypass and future North Bypass, with a portion of the foregoing public infrastructure projects to be completed pursuant to an interlocal agreement entered into with the County of Washington for the long-term development of unified governance of public infrastructure projects, and which may include paying principal and interest on bonds issued to pay such costs. The additional sales and use tax shall remain in effect for a period of ten years from the time of its first going into effect or, if bonds are issued to pay the costs of said voter-approved infrastructure projects related to the City’s economic development program and public infrastructure projects and the additional sales and use tax is pledged for payment of such bonds, upon payment of such bonds and any refunding bonds.” FOR said additional sales and use tax AGAINST said additional sales and use tax If a majority of the votes cast upon such question shall be in favor of said additional sales and use tax, then the governing body of such incorporated municipality shall be empowered as provided by sections 77-27,142 and shall forthwith proceed to impose the additional one-half percent (1/2%) sales and use tax pursuant to the Local Option Revenue Act. If a majority of those voting on the question shall be opposed to said additional sales and use tax, then the governing body of the incorporated municipality shall not impose the additional sales and use tax. Electors voting in favor of said proposition shall blacken the oval opposite the words “FOR said additional sales and use tax” following said proposition, and electors voting against said proposition shall blacken the oval opposite the words “AGAINST said additional sales and use tax” following said proposition. City of Blair, Nebraska Economic Development Program “Shall the City of Blair establish an Economic Development Program as described hereby appropriating annually from city sales tax revenue an amount not to exceed one-tenth of one percent (0.1%) of the taxable valuation of the city for twelve years?” “The LB840 Economic Development Program is designed to create new jobs, attract new retail business, broaden the tax base, generate employment opportunities, support new residential development and housing, attract new capital investment, expand the labor market, and ensure economic stability and vitality for Blair. The Program would operate from June 1, 2024, until September 30, 2036, and would use revenue from Blair’s Local Option Sales Tax. The amount to be collected shall be appropriated annually by the Blair City Council and shall not exceed one-tenth of one percent (0.1%) of the taxable valuation of the city each year. Remaining funds and repayments may continue to be used for ten additional years. The Blair City Council may issue bonds pursuant to the Program and pay off the bonds using future sales tax revenue. Additional funds from private sources may be sought beyond those derived from public sources of revenue.” FOR continuing said Economic Development Program AGAINST continuing said Economic Development Program Electors voting in favor of said proposition shall blacken the oval opposite the words “FOR continuing said Economic Development Program” following said proposition, and electors voting against said proposition shall blacken the oval opposite the words “AGAINST continuing said Economic Development Program” following said proposition.
