KENNARD PLANNING COMMISSION REPORT Feb 28, 2023 Regarding: Proposed Amendments to Kennard Residential Zoning Ordinance and the addition of definitions Amendment would add points 11.1.9, 11.2.5, 12.1.21, 12.2.10, and 12.2.11 allowing types of Child Care as described below 11.1.9 Residential district: Add as Permitted Uses: Family Child Care Home I as defined 24.50.1 11.2.5 Residential district: Add as Permitted Special Uses: Family Child Care Home II as defined 2450.2 12.1.21 Residential/Commercial district add as permitted uses: Family Child Care Home I as defined 24.50;1 12.2.10 Residential/Commercial district add as Permitted Special Uses: Family Child Care Home 2 as defined 24.50.2 12.2.11 Residential/Commercial district add as Permitted Special Uses: Child Care Center as defined 24.51 Proposed definition additions are 24.50.1 and 24.50.2 as described below: 24.50.1 FAMILY CHILD CARE HOME i: This type of program is in the home of the provider. The maximum capacity is 8 children of mixed ages and 2 additional school age children during non-school hours 24.50.2 FAMILY CHILD CARE HOME ii: This type of program is in the home of the provider or at another site. The maximum capacity is 12 children with 2 providers. The Planning Commission held a public hearing Tuesday Feb 28, 2023 at the Kennard City Auditorium at 7:00 p.m.Notice of the meeting was posted within the Villages and was published in the Blair Newspaper at least 10 days prior to the hearing. SUMMARY of the PUBLIC HEARING There were 7 Village residents,including 2 Board of Trustees members present. Questions from the public included an explanation of the proposed amendment additions and definitions. Those were adequately explained in addition to an explanation of some research done by the Planning Commission to arrive at the proposed changes and additions CONCLUSION/RECOMMENDATION In conclusion, based on the public input, the Planning Commission has no objection to the proposed amendment additions to the Kennard Village Zoning Ordinances or definition additions as written. The Planning Commission recommends adopting the proposed amendment changes and definitions as written NEXT/FINAL STEP The Kennard Board of Trustees will meet Tues.
