City of Blair Regular Council Meeting September 26, 2023 The Mayor and City Council met in regular session in the City Council Chambers on September 26, 2023, at 7:00 PM. The following were present: Katelyn Ferrari, Holly Hafer, Kirk Highfill, Rick Paulsen, Jim Sandvold, Kevin Willis, Frank Wolff, and Brad Andersen. Also present were City Administrator Green, Assistant City Administrator Barrow, Library Director Zarco, City Attorney Solomon, HR Manager Guhl, City Treasurer Burton and Chief Lager. Mayor Rump called the meeting to order followed by Roll Call and the Pledge of Allegiance. The Consent Agenda approved the following: 4a) Approval of Minutes of the September 12, 2023, Budget Hearing and September 12, 2023, regular Council meeting, 4b) Clerk report of Mayoral Action of September 12, 2023, regular Council meeting, 4c) Claims as approved by the Finance Committee and 4d) Approve Fall Clean Up and Open Burn with a permit for 2023. Council approved the Mayoral appointment of Brad Andersen as Council member in Ward 2 to finish the unexpired term ending in December 2024 and to the Council Technology & Misc. Utilities and Police and Fire Committees. City Clerk administered "Oath of Office" to newly appointed Council member Brad Andersen for Ward 2. Ordinance No. 2510 setting and fixing the compensation for the Officers and Employees of the City of Blair for FY 2023-2024 and FY 2024-2025 was signed and published. The Council approved Resolution No. 2023-42 approving the revised Personnel Manual effective October 1, 2023, for City of Blair Employees; postponed Resolution No. 2023-43 to allow two (2) fifteen (15) minute restricted parking signs to be placed near 116 S. 16th St., Blair, Nebraska until the next regular council meeting on October 10, 2023; and approved Resolution No. 2023-44 authorizing Mayor Rump to sign the Project Program Agreement between the City of Blair and the NDOT for the River Road Connector Trail. City Administrator Green stated he met with the Park Department Staff to discuss installing larger bumper pads on the new boat docks. They will work on the docks once they are pulled out of the river for the season due to safety concerns for our employees. New rubber bases for the playgrounds in Ridgeview and Southern Hills will be poured in the next couple of weeks. Due to the sudden retirement announcement from the Director of Public Works staff scrambling to keep projects moving forward. Mark Hodson has been promoted to Project Superintendent and Staff will be posting for the Operations Superintendent position this week. Both positions will assist the Director of Public Works to help oversee staff and projects. We will be contacting engineering companies working with each of these projects. Former City Administrator Storm has agreed to come back and assist us because he is fantastic when it comes to finances and overseeing those projects on the financial side. Council member Andersen asked what the process is for hiring the new Director of Public Works. Green stated staff will be reviewing the job description and advertising everywhere a professional would look for a new position. It will be a fairly long process and if we do not receive sufficient applications, we may have to list the assistance of a search firm. This is a Mayoral appointed position. He also noted that both he and Assistant City Administrator Barrow will be going to several conferences over the next two weeks and will be out of the office. The Council went into Executive Session at 7:39 p.m. to discuss possible litigation involving the City of Blair and to preserve the attorney-client privilege.
