City of Blair Regular Council Meeting November 22, 2022 The Mayor and City Council met in regular session in the City Council Chambers on November 22, 2022, at 7:00 PM. The following were present: Holly Hafer, Kevin Hall, Kirk Highfill, Mindy Rump, Andrew Schank, Jon Stewart, Kevin Willis, Frank Wolff. Also present were City Administrator Storm, Assistant City Administrator Barrow, Director of Public Works Schoemaker, Library Director Zarco and Chief Lager. Mayor Hansen called the meeting to order and introductions at 7:00 p.m. followed by a statement of compliance with the open meetings act and the Pledge of Allegiance. Consent agenda approved the following: 3a) Approval of Minutes of the November 8, 2022, meeting; 3b) Clerk report of Mayoral Action of meeting, 3c) Claims as approved by the Finance Committee. Council approved a Special Designated Liquor License for KB Quality Meats for a sampling event on December 9, 2022, at the Blair Meat Market, 312 N. 16th St.; approved Resolution 2022-39 approving amended Rules and Regulations at the Blair Cemetery; approved the Street Lighting Plan for Adams Street from 10th to 11th Streets; approved appraisal contract for Hollow Road Right-of-way Project with Nelson Appraisal Service in the amount of $5950; approved the purchase of a Mini-Excavator for the Public Works Department from the state bid in the amount of $52,291; approved an Engineering Agreement with Olsson Associate for the Design of the South Street Relief Sewer Main Project in the amount of $47,917; approved an Engineering Agreement with JEO for design, permitting, bidding, and construction management for a new pool filter in the amount $12,000; approved an agreement with Musco's Sports Cluster for new lights at Vets Field; passed Ordinance 2491 amending the Blair City Municipal Code, Chapter 7, Article 4 Fireworks and Resolution 2022-40 approving an anonymous donor contribution to the Blair Police Department for the purposes of the Blair Police Officers to distribute twelve (12) one-hundred-dollar ($100.00) bills to the public; and approved the appointment of Samantha Anderson as a Police Officer with the Blair Police Department. City Administrator had no report.
