City of Blair Regular Council Meeting March 28, 2023 The Mayor and City Council met in regular session in the City Council Chambers on March 28, 2023, at 7:00 PM. The following were present: Katelyn Ferrari, Holly Hafer, Kirk Highfill, Rick Paulsen, Jim Sandvold, Andrew Schank, Kevin Willis, Frank Wolff. Also present were Assistant City Administrator Barrow, Director of Public Works Schoemaker, City Attorney Solomon, Library Director Zarco and Chief Lager. Absent: Mayor Rump and City Administrator Storm. Council President Willis called the meeting to order followed by a roll call vote and the Pledge of Allegiance. Consent agenda approved the following: 4a) Approval of Minutes of the March 14, 2023, meeting, 4b) Clerk report of Mayoral Action of meeting, 4c) Claims as approved by the Finance Committee, 4d) Approve Mayoral appointment of Travis Radnor to fill the unexpired term of Planning Commission member until 12/31/2023. Council Ordinance 2498 authorizing the issuance of Water System Revenue Bond Anticipation Notes, Taxable Series 2023, in the amount not to exceed $10,000,000 for the purpose of paying the costs of constructing additions and improvements to the city's waterworks plant and water system; awarded the bid for Highway 75 Creek Dredging Project to KRW Construction in the amount of $87,890.00; approved construction staking agreement with JEO Engineering for the Highway 75 Creek Dredging Project; awarded the bid for the 2023 Streets Improvement Project to CDS Enterprises in the amount of $332,277.50; approved construction staking agreement with JEO Engineering for the 2023 Street Improvements Project; approved material testing agreement with Olsson for the 2023 Street Improvements Project; approved Engineering Agreement Amendment with Olsson for Material Testing at the New Water Intake Structure; approved Engineering Agreement Amendment with Burns and McDonnell for the new water intake structure; adopted Resolution 2023-8 setting the fees for the Blair Municipal Pool summer season 2023; and adjourned for Executive Session at 7:26 p.m. to discuss possible litigation involving the City of Blair and to preserve the attorney-client privilege and came out of Executive Session and reconvened as a City Council at 8:14 p.m. Meeting adjourned at 8:14 p.m. meeting.
