City of Blair Regular Council Meeting June 28, 2022 The Mayor and City Council met in regular session in the City Council Chambers on June 28, 2022, at 7:00 PM. The following were present: Holly Hafer, Kevin Hall, Mindy Rump, Andrew Schank, Marty Shepard, Jon Stewart, Kevin Willis, and Frank Wolff. Also present were City Administrator Storm, Assistant City Administrator Barrow, Director of Public Works Schoemaker, City Attorney Solomon, Library Director Zarco and Chief Lager. The Mayor called the meeting to order and made introductions at 7:00 p.m. followed by a statement of compliance with the open meetings act and the Pledge of Allegiance.Consent Agenda approved the following: 3a) Approval of Minutes of the June 14, 2022, meeting; 3b) Clerk report of Mayoral Action of meeting, 3c) Claims as approved by the Finance Committee, 3d) Approve Mayoral appointment of Dave Jensen to the LB840 Board until 12/2024 and Craig Folkers, Beth Clarke, and Melissa Rice to the Library Board until 2026. Council approved the transfer of the LB840 loan from Sai Properties V, Inc. to Sai Properties V., Inc. & Affiliates & Kampa 780 LLC. A public hearing on proposed use of Community Development Block Grant Revolving Loan Funds (Re-Use) for Kampa 780 LLC in the amount of $180,500 for equipment and working capital to develop a new Holiday Inn Express at 1933 Holly St. was held. Council approved the transfer of the Reuse Funds from Sai Properties V, Inc. to Kampa 780 LLC. A public hearing for a proposed Community Development Block Grant (CDBG) Tourism Development application to develop an Easterseals Nebraska camp and recreation area was held. Resolution 2022-23 approving the MOU between Easterseals Nebraska and the City of Blair for a CDBG Tourism Grant and Resolution 2022-24 authorizing the City of Blair to apply for a CDBG Tourism Grant for Easterseals Nebraska were both adopted. Ordinance 2482 annexing and extending the corporate limits of the City of Blair to include the real estate generally described as a parcel of land known as Lot 8 of the South 10th Street Subdivision and Tract A Dedicated 10th Street right away located in the Northwest Quarter of the Southeast Quarter of Section 13, Township 18 North, Range 11 East of the 6th P.M., Washington County, Nebraska. City Administrator Storm stated August 8 is the tentative date set for the budget workshop and requested all members check their calendars to confirm if this date will work for the majority of the council.
