City of Blair Regular Council Meeting January 10, 2023 The Mayor and City Council met in regular session in the City Council Chambers on January 10, 2023, at 7:00 PM. The following were present: Katelyn Ferrari, Holly Hafer, Kirk Highfill, Rick Paulsen, Andrew Schank, Kevin Willis, Frank Wolff, and Jim Sandvold. Also present were City Administrator Storm, Assistant City Administrator Barrow, Director of Public Works Schoemaker, City Attorney Solomon, Library Director Zarco, and Chief Lager. Mayor Rump called the meeting to order followed by roll call and the Pledge of Allegiance. Council approved the Mayoral appointment of Jim Sandvold as Council member in Ward 3 and to the Council Health, Insurance and Finance Committee and Transportation Committee. City Clerk Wheeler administered "Oath of Office" to newly appointed Council member Jim Sandvold for Ward 3. Consent Agenda approved the following: 6a) Approval of Minutes of the December 13, 2022 meeting, 6b) Clerk report of Mayoral Action of December 13, 2022 meeting, 6c) City Department reports for December, 2022, 6d) Claims as recommended by the Finance Committee, 6e) Approve Mayoral appointment of Kim Lammers to the Library Board for unexpired term of 6/30/2024 and Council members Kevin Willis and Kirk Highfill to the Gateway Development Board, 6f) Approve Mayoral appointment of John Harris as City Treasurer/Finance Director, 6g) Approve location of Merriam Carnival and location of car show closing Lincoln St. between 17th & 18th and 17th St. from Washington to Colfax St. from 6:00 a.m. to 12:00 p.m. on Saturday June 10th as requested by the Blair Area Chamber in conjunction with the Gateway to the West days held June 8-11, 2023 and requesting use of the parking lot of the Blair Police Department, and 6h) Approve Manager application for Walmart 4568, 1882 Holly St., Blair in reference to their liquor license. Council approved the following: Conditional Use Permit submitted by J Nielsen, Nielsen Homes and Development, 1730 State Street, Blair, Nebraska, for a Contractor’s Yard on Tax Lot 177 and Tax Lot 276, both in Section 12, Township 18 North, Range 11 East of the 6th P.M. in the City of Blair, Washington County, Nebraska, (590 S. 10th Street) for twenty (20) years with the stipulation if any material, equipment, vehicles, tools or inventory are to be stored outdoors they must be screened by a solid wall or fence; Final Plat application submitted by Justin Von Loh, 3099 Golden Eagle Circle, Blair, Nebraska, for the Elk Ridge Subdivision, Lots 1 through 38, Being a Plat of a Portion of Tax Lot 201 and Tax Lot 283 in the North 1/2 of the Northwest 1/4 of Section 7, Township 18 North, Range 12 East of the P.M., and Lots 6, 7 & 8, Block 4, Evergreen Bluff, Washington County, Nebraska; Ordinance No. 2492 rezoning Elk Ridge Subdivision, Lots 1 through 38, Being a Plat of a Portion of Tax Lot 201 and Tax Lot 283 in the North 1/2 of the Northwest 1/4 of Section 7, Township 18 North, Range 12 East of the P.M., Washington County, Nebraska to change the zoning AGG - General Agricultural District in the Elk Ridge Subdivision to RML - Multi-Family Residential Low-Density District; Ordinance No. 2493 annexing and extending the corporate limits of the City of Blair to include the real estate, which is generally described as the Elk Ridge Subdivision, Lots 1 through 38, Being a Plat of a Portion of Tax Lot 201 and Tax Lot 283 in the North 1/2 of the Northwest 1/4 of Section 7, Township 18 North, Range 12 East of the P.M., Washington County, Nebraska on first reading; Ordinance 2494 vacating Garfield Street north of Riverview Drive originally platted as part of Evergreen; Ordinance No. 2495 creating Paving District No. 205 - Elk Ridge Subdivision; Resolution 2023-1 approving a Developer's Agreement with Justin VonLoh for the Elk Ridge Subdivision; Engineering Agreement with Burns and McDonnell for the development of an Operation and Maintenance Manual for the new water intake structure; Resolution 2023-2 setting the date for the Board of Equalization to levy special assessment for the West Valley Subdivision; an easement between the City of Blair and Jeffrey E.
