City of Blair Regular Council Meeting February 14, 2023 The Mayor and City Council met in regular session in the City Council Chambers on February 14, 2023, at 7:00 PM. The following were present: Katelyn Ferrari, Holly Hafer, Kirk Highfill, Rick Paulsen, Jim Sandvold, Andrew Schank, Kevin Willis, Frank Wolff. Also present were City Administrator Storm, Assistant City Administrator Barrow, Director of Public Works Schoemaker, City Attorney Solomon, Library Director Zarco and Chief Lager. Mayor Rump called the meeting to order at 7:00 p.m. followed by roll call vote and the Pledge of Allegiance. Consent agenda approved the following: 4a) Approval of Minutes of the January 24, 2023, meeting; 4b) Clerk report of Mayoral Action of January 24, 2023 meeting; 4c) City Department reports for January, 2023; 4d) Claims as recommended by the Finance Committee; 4e) Approve Spring Clean Up and Open Burn with a permit for 2023. Hannah Moss, 455 N. 21st St., appeared before the Mayor and City Council Hannah Moss, 455 N. 21st, Blair, NE 68008 to request a pedestrian bridge or another safe crossing mechanism to walk across Highway 75. Council approved an encroachment easement agreement between the City of Blair and Brent and Molly Stirek for the property located on Lots 2, 3, 4, 5 and 6 in Block 30, in the City of Blair, Washington County, Nebraska (208 N. 19th St.); postponed the approval of the Blair Volunteer Fire Department bylaws until the February 28, 2023 meeting; approved Plans and Specifications and authorization to solicit bids for the Highway 75 Drainageway Dredging; Plans and Specifications and authorization to solicit bids for the Water Treatment Plant Lime Solids Project; Plans and Specifications and authorization to solicit bids for the 2023 Street Improvement Projects; Maintenance Agreement with Flood Break for the Flood Gate at the Water and Wastewater Plants; and awarded the bid for the construction of a detached garage for the Blair Police Department to Harsin Built Construction in the amount of $131,245.00.
