City of Blair Regular Council Meeting December 13, 2022 The Mayor and City Council met in regular session in the City Council Chambers on December 13, 2022, at 7:00 PM. The following were present: Holly Hafer, Kevin Hall, Kirk Highfill, Mindy Rump, Jon Stewart, Kevin Willis, Frank Wolff. Absent: Andrew Schank. Also present were City Administrator Storm, Assistant City Administrator Barrow, Director of Public Works Schoemaker, City Attorney Solomon, Library Director Zarco and Chief Lager. Mayor Hansen called the meeting to order and made introductions at 7:00 p.m. by Mayor Hansen followed by the pledge of allegiance. Consent Agenda approved the following: 3a Approval of Minutes of the November 22, 2022, meeting, 3b Clerk report of Mayoral Action for the November 22, 2022, meeting, 3c) City Department reports for November, and 3d) Claims as recommended by the Finance Committee. City Clerk Wheeler administered the "Oath of Office" to Mayor Elect Mindy Rump. Mayor Rump presented a plaque of appreciation to outgoing Mayor Richard Hansen. Mayor Rump presented plaques of appreciation to outgoing Council members Kevin Hall-Ward 1 and Jon Stewart-Ward 4. City Clerk Wheeler administered the "Oath of Office" to elected Council members Rick Paulsen-Ward 1, Frank Wolff-Ward 2, Kevin Willis-Ward 3, and Katelyn Ferrari-Ward 4. Council elected Kevin Willis by acclamation as Council President. Mayor Rump appointed the following Council Committees: Technology & Misc. Utilities, Insurance & Finance, Judiciary & Real Estate, Police & Fire, Transportation, and Water, Sewer & Solid Waste. Mayor Rump appointed the following City Committees and Boards: Planning Commission - 2 & 3-year term; Park Board - 3-year term; Board of Adjustment - 1,2- & 3-year term; Board of Health - term of Mayor; Civil Service - 6-year term; Housing Authority - 5-year term; License Board - 1 year term; and LB840 Review Committee - 3-year term. Council approved Preliminary Plat application submitted by Justin Von Loh, 3099 Golden Eagle Circle, Blair, Nebraska, for the Elk Ridge Subdivision, Lots 1 through 36, Being a Plat of a Portion of Tax Lot 201 and Tax Lot 283 in the North 1/2 of the Northwest 1/4 of Section 7, Township 18 North, Range 12 East of the P.M., and Lots 6, 7 & 8 Evergreen Bluff, Washington County, Nebraska. Council adopted Resolution 2022-41 approving a lease agreement with the Washington County Recycling Association; Resolution No. 2022-42 approving a franchise agreement with HunTel Cablevision, Inc., to provide cable services to the City of Blair; approved an Engineering Agreement with JEO Engineering for design and construction management for Generations Park; adopted Resolution 2022-43 approving the Construction Engineering Agreement with JEO Engineering for the Blair South Bypass Project; Resolution 2022-44 approving a second anonymous donor contribution to the Blair Police Department for the purposes of the Blair Police Officers to distribute twelve (12) one-hundred-dollar ($100.00) bills to the public; Resolution 2022-45 designating depositories for City Funds and to authorize the Mayor together with the City Treasurer or City Clerk to sign checks, drafts, and other withdrawal orders; Resolution 2022-46 designating The Pilot Tribune and The Enterprise as the official newspaper for the City of Blair; approved the purchase of a new police vehicle from the state bid for a Durango and Mayoral promotional appointment of Trevor Wittrock as Sergeant for the Blair Police Department. City Administrator Storm reminded the Council regarding the Council Retreat on February 18, 2023. Staff is planning to ask the Planning Commission to join the Council for part of the day to take part in a joint planning and zoning training session.
