City of Blair Regular Council Meeting December 12, 2023 The Mayor and City Council met in regular session in the City Council Chambers on December 12, 2023, at 7:00 PM. The following were present: Brad Andersen, Katelyn Ferrari, Holly Hafer, Kirk Highfill, Rick Paulsen, Jim Sandvold, Kevin Willis, and Frank Wolff. Also, present were City Administrator Green, Assistant City Administrator Barrow, City Treasurer Burton, HR Manager Guhl, Library Director Zarco, IT Director Frahm, City Attorney Solomon and Chief Lager. The Mayor publicly stated to all in attendance that a current copy of the Nebraska Open Meetings Act was available for review and indicated the location of such copy posted in the room where the meeting was being held. Notice of the meeting was given in advance thereof by publication in the Enterprise or the Pilot -Tribune as shown by the affidavit of publication filed in the City Clerk's office. Notice of the meeting was simultaneously given to the Mayor and all members of the City Council, and a copy of their acknowledgement of receipt of notice and the agenda is filed in the City Clerk's office. Availability of the agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public. Mayor Rump called the meeting to order at 7:00 p.m. followed by roll call and the Pledge of Allegiance. Consent Agenda approved the following: 4a) Approval of Minutes of the November 28, 2023, meeting, 4b) Clerk report of Mayoral Action of November 28, 2023, meeting, 4c) City Department reports for November 2023, 4d) Claims as recommended by the Finance Committee. Council approved a Conditional Use Permit submitted by Glenn A. & Diane M. Nelsen, 12600 County Road P26, Blair, Nebraska, to allow two accessory structures in the second front of the primary structure on Lot 6, Highland Estates Subdivision in Section 26, Township 18 North, Range 11, East of the 6th PM, Washington County, Nebraska, except the West 175 feet (12600 Co Rd P26) for life of the primary structure and Ordinance 2522 annexing and extending the corporate limits of the City of Blair to include the real estate which is generally described as Tax Lots 252 & 280 in Section 13, Township 18 North, Range 11; Tax Lots 15, 42, 43, 47 & 48 in Section 18, Township 18 North, Range 12, and Tax Lots 66 & 67 in Section 19, Township 18 North, Range 12, all East of the 6th pm, including those portions of County Road P35A, adjoining the above listed tax lots in Washington County, Nebraska on first reading. Carl Lorenzen, 1094 S. 13th Ave, Blair, appeared before the Mayor and City Council to provide an update on Phase III of the Veteran's Tribute Plaza Memorial. Council approved the following: Resolution 2023-61 approving Mayoral appointments to the Planning Commission; Resolution 2023-62 approving Mayoral appointments to the Housing Advisory Committee, Blair Housing Authority, Board of Adjustments, Park Board, Licensing Board, and Economic Development Advisory Committee; Resolution 2023-63 approving Alyssa Hickerson as a new member of the Blair Volunteer Fire Department; Resolution 2023-64 designating depositories for City Funds and authorizing the Mayor together with the City Treasurer, City Clerk or Assistant Finance Director to sign checks, drafts, and other withdrawal orders; Resolution No. 2023-65 authorizing City Staff to prepare claims, issue warrants and pay expenditures between December 12, 2023, and January 9, 2024, previously approved through the budget or authorized by the City Council and report any expenditures at the January 9, 2024, meeting; Resolution No. 2023-66 accepting the CINTAS Uniform Rental Agreement for City of Blair Employees; and Resolution No. 2023-67 amending the city's 457(b) Employee Deferred Pension Plan to allow Roth contributions. City Administrator Green stated there is no meeting on December 26, 2023, and wished everyone a Merry Christmas and Happy New Year. He also stated that last week Staff had the final walk through of the water intake structure. There is still one pump that will be installed so the facility will not be fully functional until March. He then reviewed the process for the hiring of the Public Works Director. Discussion was held regarding the implementation of Front Desk, the city’s new online hub for utility accounts. Green stated postcards would be mailed out soon with instructions on how to sign up online. Council member Ferrari asked if Staff could set something up at the library in the evenings to help those that might want to assistance in signing up. Council member Hafer asked what if someone does not have an email address. Finance Director/Treasurer Burton stated all customers would be required to have an email address. The current system will no longer be available after January 31, 2024, and anyone that is currently on autopay will not transfer but will be required to set up an account online if they want their payment to automatically be withdrawn out of their bank account. Green stated they will update the Council more about Front Desk at the last meeting in January.
