City of Blair Regular Council Meeting August 23, 2022 The Mayor and City Council met in regular session in the City Council Chambers on August 23, 2022, at 7:00 PM. The following were present: Holly Hafer, Kevin Hall, Mindy Rump, Andrew Schank, Marty Shepard, Jon Stewart, Frank Wolff. Absent: Kevin Willis. Also present were City Administrator Storm, Assistant City Administrator Barrow, Director of Public Works Schoemaker, City Attorney Solomon, Library Director Zarco and Chief Lager. Mayor Hansen called the meeting to order and made introductions at 7:00 p.m. followed by a statement of compliance with the open meetings act and the Pledge of Allegiance. Consent agenda approved the following: 3a) Approval of Minutes of the Budget Workshop on August 8 and the regular Council meeting on August 9, 2022, 3b) Clerk report of Mayoral Action of meeting, and 3c) Claims as approved by the Finance Committee. Roy Rogers appeared before the Mayor and Council to discuss traffic concerns in Blair. Mr. Rogers expressed concerns regarding establishing one way traffic around the library, vehicles running stop lights which includes semi traffic on Highway 30 through Blair and installing no parking signs on the south side of LaQuinta Apartments during drop off and pick up at Arbor Park School. Council referred to the Transportation Committee for further review. Library Director Brooke Zarco appeared before the Mayor and Council by Library Director Brooke Zarco to discuss the summer reading program. Resolution No. 2022-31 approving amendment No. 5 to the Cargill Water Agreement was adopted. Council awarded the bid to Henton Trenching in the amount of $137,275 for the Washington County Water Main Project; approved the transfer two (2) city-owned AEDs to Blair Community Schools and approved the preliminary budget for FY 2022/2023 authorizing the publication of Budget Hearing set for September 13, 2022. Resolution No. 2022-32 setting the date for the Board of Equalization to levy special assessments against Tax Lot 169 in Section 7, Township 18, Range 12, Blair City, Washington County, NE was adopted. City Administrator Storm stated with the adoption of the proposed budget in September, the city will be less than the 2% increase of property tax so the city will not be participating in the joint public hearing of other entities that have to meet because they are above the 2%.
