City of Blair Regular Council Meeting August 22, 2023 The Mayor and City Council met in regular session in the City Council Chambers on August 22, 2023, at 7:00 PM. The following were present: Katelyn Ferrari, Holly Hafer, Kirk Highfill, Jim Sandvold, Andrew Schank, and Frank Wolff. Absent: Rick Paulsen and Kevin Willis. Also present were City Administrator Green, Assistant City Administrator Barrow, Director of Public Works Schoemaker, City Attorney Solomon, City Treasurer Burton, Librarian Zarco, HR Manager Guhl and Chief Lager. Mayor Rump called the meeting to order at 7:00 p.m. followed by roll call and the Pledge of Allegiance. Consent agenda approved the following: 4a) Approval of Minutes of the August 8, 2023, meeting, 4b) Clerk report of Mayoral Action of August 8, 2023, meeting, 4c) Claims as approved by the Finance Committee, and 4d) Approve Manager application for Walmart 4568, 1882 Holly St., Blair in reference to their liquor license. Council approved the appointment of Duncan Loges as a Police Officer with the Blair Police Department and Deputy City Clerk Shelly Jones administered the Oath of Office to newly appointed Blair Police Officer Duncan Loges. Council approved a fundraiser event for the Blair Public Library Foundation at the Blair Public Library on October 14, 2023, and permission to obtain a Special Designated Liquor License for the event; Resolution 2023-37 approving the amended Blair Police Policies and Procedures 204 and 401 regarding Part-time Police Officers; Resolution No. 2023-38 approving a newly created job description for the position of Blair Part-time Police Officer; approved the preliminary budget for FY 2023/2024 and authorize the publication of Budget Hearing set for September 12, 2023. Council member Andrew Schank announced his resignation due to a career change and his last meeting will be September 12. Mayor Mindy Rump thanked Schank for his service and stated the city will be seeking a potential candidate from Ward 2 to be appointed to fill the remainder of Schank’s term. A notice will be published in the newspaper. Anyone interested should send their letter of interest to the city. City Administrator Green reminded the Council Reach Church will be providing lunch next Tuesday for city staff and elected officials. City Administrator Green and Assistant City Administrator Barrow will be gone the rest of the week to attend the Four States Airport Conference in Kansas City. Green stated the Council will now be going into Executive Session. There will be no voting during the closed session and no additional items on the agenda except to adjourn. The Council went into Executive Session at 7:37 p.m. to discuss possible litigation involving the City of Blair and to preserve the attorney-client privilege. Mayor Rump declared a motion had been made and seconded to go into Executive Session for the limited purpose to discuss possible litigation involving the City of Blair and to preserve the attorney-client privilege. Council came out of Executive Session and reconvened as a City Council at 8:43 p.m. Mayor Rump stated as you may remember, the Executive Session was limited to the following subjects: to discuss possible litigation involving the City of Blair and to preserve the attorney-client privilege.
