City of Blair Regular Council Meeting April 26, 2022 The Mayor and City Council met in regular session in the City Council Chambers on April 26, 2022, at 7:00 PM. The following were present: Holly Hafer, Mindy Rump, Andrew Schank, Marty Shepard, Jon Stewart, Kevin Willis, Frank Wolff. Absent: Kevin Hall. Also present were City Administrator Storm, Assistant City Administrator Barrow, Director of Public Works Schoemaker, City Attorney Solomon, Librarian Zarco, HR Manager Guhl, Cemetery/Park Superintendent Long and Chief Lager. Mayor Hansen called the meeting to order and made introductions at 7:00 p.m. by followed by a statement of compliance with the open meetings act and the Pledge of Allegiance. Consent agenda approved the following: 3a) Approval of Minutes of the April 12, 2022, meeting, 3b) Clerk report of Mayoral Action of April 12, 2022, meeting, and 3c) Claims as approved by the Finance Committee. Mayor Hansen read a proclamation in honor of National Peace Officers Memorial Day and National Police Week. City Clerk Wheeler presented the Oath of Office to the two new Blair Police Officers Savannah Keller and Austin Peck. Mayor Hansen made a promotional appointment of Josh Hatheway as Detective with the Blair Police Department. Council approved a request by Kerry Kremke, 3162 Co. Rd. 37, Ft. Calhoun, NE representing THOR (Trails Have Our Respect) for permission to construct a pump track in the area between Petersen Field and the trail. City Administrator Storm presented the annual report on City of Blair Tax Increment Financing and the Council received and placed on file. Council recessed as a Council and meet as a Board of Equalization 7:27 p.m. to adopt Resolution No. 2022-19 levying special assessments against public improvements in Northern View Phase II Subdivision. Council adjourned as Board of Equalization and reconvened as a Council to proceed with the meeting at 7:29 p.m. City Administrator Storm reported to the Council that the Governor would be at city hall on April 27, 2022, at 2:00 p.m. and would like to invite the mayor and all council members to attend.
