City of Blair Regular Council Meeting April 25, 2023 The Mayor and City Council met in regular session in the City Council Chambers on April 25, 2023, at 7:00 PM. The following were present: Absent: Rick Paulsen, Present: Katelyn Ferrari, Holly Hafer, Kirk Highfill, Jim Sandvold, Andrew Schank, Kevin Willis, Frank Wolff. Also present were City Administrator Storm, Assistant City Administrator Barrow, Director of Public Works Schoemaker, City Attorney Solomon, and Chief Lager. Mayor Rump called the meeting to order followed by a roll call vote and the Pledge of Allegiance. Mayor Rump read a Proclamation acknowledging and supporting May 2023 as Mental Health Awareness Month presented by Memorial Community Hospital & Health System. Consent Agenda approved the following: 5a) Approval of Minutes of the April 11, 2023, meeting, 5b) Clerk report of Mayoral Action of meeting, 5c) Claims as approved by the Finance Committee and 5d) Mayoral appointment of Jim Sandvold to the Blair Youth Sports Complex Board. Council approved the following: Ordinance 2503 authorizing the Issuance of Water System Revenue Bond, Series 2023A, in the principal amount of not to exceed $23,000,000 and Related Loan Agreement with Nebraska Department of Environment and Energy; Ordinance 2504 authorizing the Issuance of Water System Revenue Bond, Series 2023B, in the principal amount of not to exceed $2,500,000 and Related Loan Agreement with Nebraska Department of Environment and Energy; Ordinance 2505 authorizing the sale of Lots 5, 6 & 7, South 10th St. Subdivision, Blair, Washington County, Nebraska to Trevor O'Dell; Resolution 2023-13 approving a Lease Agreement with Joseph's Coat, Inc. to rent a 15' x 36' bay at the west end of the new storage garage being constructed for the Blair Police Department; Resolution 2023-14 modifying the contract with Harsin Builders for the construction of a garage for the Blair Police Department; awarded the bid for the Lime Solids Project at the Blair Water Treatment Plant to Eriksen Construction in the amount of $4,892,000; approved the material testing amendment agreement with Olsson for the Lime Solids Project and a construction staking agreement amendment with JEO Engineering for the Lime Solids Project; received and placed on file the annual report on the city’s Tax Increment Financing and adopted Resolution 2023-15 approving Gateway to the West Days parade held from 1:00 p.m. to 3:00 p.m. and request permission from the NDOR to close Highway 30 for this event on June 10, 2023. Mayor Rump stated this was City Administrator Rod Storm’s last council meeting and read a statement in his honor. She noted that Blair would not be what it is today if it were not for his many years of service to Blair. Storm thanked everyone for allowing him to be a part of the city for the past (33) years. He noted he would not have accomplished all this without the Staff that worked under him and the current and past Mayors and City Council members. He said his job was to steer the boat and was grateful he was able to serve for so many years. He noted the city is being left in good hands and is looking forward to a few Tuesday nights off. Storm also noted that no additional actions would take place after the executive session. Council went into Executive Session at 7:42 p.m. to discuss possible litigation involving the City of Blair and to preserve the attorney-client privilege.
