City of Blair 5th Tuesday Special Meeting January 30, 2024 The Mayor and City Council met in special session in the City Council Chambers on January 30, 2024, at 6:00 PM. The following were present: Brad Andersen, Katelyn Ferrari, Holly Hafer, Kirk Highfill, Rick Paulsen, Jim Sandvold, Kevin Willis, and Frank Wolff. Also present were City Administrator Green, Assistant City Administrator Barrow, Director of Public Works Heaton, City Attorney Solomon, Library Director Zarco, Finance Director/Treasurer, Burton, HR Manager Guhl, IT Director Frahm, Community Development Director Beiermann, and Chief Lager. Mayor Rump called the meeting to order at 6:00 p.m. followed by the Pledge of Allegiance. Council approved the minutes from the January 23, 2024, regular council meeting. Business Community Listening Session – City Administrator Green opened a Business Community Listening Session stating this meeting is a new concept for the city where the Mayor and Council will host working sessions on the fifth Tuesdays throughout the year to discuss certain topics with the community in a non-formal setting. This is an opportunity for the public to talk to elected officials about the things the city could do to be of assistance or help businesses. No action will be taken during these meetings. Green stated city staff is fully committed to work diligently to try and resolve some of these issues and need to know the frustration points that businesses are having here in the community. Mayor Rump opened the meeting for public discussion. The main topics of discussion included housing, transportation, employee shortages and limited retail and social life amenities. Discussion was then held on the following: No Parking on both sides of N 18th Ave from Herman Blvd (Hwy 75) to beginning of 66 Heights Subdivision (wider street); Pavement marking / sidewalk area within 66 Heights Subdivision; and May 2024 Primary Ballot Subjects.
