A regular and advertised meeting of the Village of Kennard Board of Trustees was held on Tuesday, November 7th, 2023, at 7:00 P.M. at the Village Offices 208 Main Street Kennard, NE. Notice of the meeting was given in advance notice thereof by posting in two locations in the Village, on the Village website, and on social media and in the Enterprise newspaper. Notice was also given to all Board members. Availability of the agenda was given with advanced notice. All proceedings hereafter were taken while the convened meeting was open to the attendance of the public. Chairperson Lanette Morgan called to meeting to order at 7:00 p.m. In attendance were board members Lanette Morgan, Robert Dunkle, Meghan Eulberg, Vance Cooley, Clint Pearson, and clerk Kathryn Doll. Motion to approve the November 7th meeting agenda made by Dunkle, seconded by Eulberg. Motion carried. The board met with residents of the Spring Ridge neighborhood. Water committee to monitor and make reports on Spring Ridge meters. Clerk to do an audit of Spring Ridge usage and billing. Motion to approve October 11th, 2023, meeting minutes and October 2023 bills made by Dunkle, seconded by Cooley. Motion carried. October Bills: VISA 195.28, T. Goldapp 350.00, Arlington Schools 300.00, Washington County Roads 750.00, Envirotech 230.00, People Services 1231.25, Fastwyre 285.43, enterprise 245.15, Midwest Labs 35.00, Papillion Sanitation 132.77, GWORKS 352.00, Western Oil 214.85, Pitney Bowes 173.39, Erickson & Brooks 1538.33, Asphalt Maintenance 5500.00, US Treasury 635.88, NE Dept of Revenue 829.86, Bomgaars 118.78, City of Blair 6166.89, Pounds Printing 80.00, OPPD 1538.33, CNA Bonds 175.0, Payroll 3622.94, mileage 143.45. November Treasurer’s report tabled to December 5th, 2023, meeting. The clerk presented documentation from the NE DOT for year end certification of Street Superintendent for 2023. Elberg made a motion to certify the 2023 appointment of Kelly S Thompson license S-1014 as Kennard’s Street Superintendent and pass Resolution 2023-6. Pearson Seconded. Motion Carried 5-0. Resolution 2023-6 passed. Clerk signed the resolution, then Board Chair Morgan signed the Year end Certification of City Street Superintendent. Motion made to appoint Kelly S Thompson, license S 1014 as Kennard’s Street Superintendent for the calendar year 2024, January 1 through December 31st for the purpose of receiving Highway Incentive payments made by Eulberg, Seconded by Pearson. Motion carried 5-0. Motion to pass ordinance 372, an ordinance setting the salaries of members of the Board of Trustees made by Dunkle, seconded by Pearson. Motion carried 5-0. Ordinance 372 passes. The Street Committee discussed moving a diagonal parking sign and painting curb next to fir hydrant on 2nd & Maple. Discussed installing a new stop sign. Clerk to order signs and investigate the process of installing traffic new signs. Resident discussed problem with contracted concrete work in his driveway. Committee to address issue. Motion to approve bid from Gibson Drywall to repair damage at Auditorium not to exceed $18,000 and a bid to assess HVAC made by Cooley, seconded by Dunkle. Motion carried. The board discussed ordering identifying shirts and Village employees. Clerk to price out. The clerk requested permission to attend the yearly clerks conference in March 2024 in Columbus, NE. Dunkle made a motion to approve, Cooley seconded. Motion carried. Seeing no further business, motion made by Cooley to end meeting, Dunkle seconded. Motion carried.
