A regular and advertised meeting of the Village of Kennard Board of Trustees was held on Tuesday, September 6th, 2022 at 7:00 P.M. at the Village Office. Notice of the meeting was given in advance notice thereof by posting in three locations in the Village. Notice was also given to all Board members. Availability of the agenda was given with the advanced notice. All proceedings hereafter were taken while the convened meeting was open to the attendance of the public. Chairman Clint Pearson called the meeting to order. In attendance were Board members Bob Dunkle, Meghan Eulberg, Lanette Morgan and Clerk Jill Camden. Chairman Pearson advised those present of the location of the Open Meetings poster as required per State Statute 84-1407 through 84-1414. Motion was made by Dunkle, seconded by Morgan, to approve the September 6th agenda, the August 2nd, 2022 meeting minutes, and the August 2022 Bills. Motion carried.* The August 2022 Treasurer’s report was accepted. A bid from JEO Consulting Group for $23,000 to convert cemetery records into a geographic information system (GIS) was discussed. The conversion will allow the public to view cemetery blocks, lots, spaces and all records via GIS maps. This bid includes training the cemetery staff to update records. There is a $500 annual maintenance fee. A representative of JEO will be asked to attend a future board meeting to answer questions. Discussion was had regarding fiberoptic installation by Great Plains Communication and T-Mobile. T-Mobile has installed equipment near the water tower at 610 Maple. No concerns were discussed. Cox Communications has completed their fiberoptic installation and is now offering service to residents. The Nebraska Department of Roads cleared the ditch in July on the east side of Linn Street from the railroad tracks to Highway 30. The east ditch from the railroad tracks to First Street still needs to be cleared. Village will contact the Washington County Roads Department to request. This will hopefully improve drainage and prepare for a potential future drainage study. Trustee Joe Burmood joined the meeting. The Budget Hearing was tentatively set for September 14th at 7p.m. Morgan suggested the need for filling of street potholes throughout town, especially 4th/5th & Main Street and near 4th& Linn St. and 6th & Linn Ave. Maintenance to check possibility of cold pack/tamper repair and will note additional potholes. Dick’s Electric was hired to troubleshoot and/or replace meters/remotes for water service customers in Spring Ridge Development near Highway 30 between Blair and Kennard. Several meters are believed to be broken or readers not installed. To date, two remote reader devices have been installed. Broken meter replacement is pending. Discussion was had regarding the status of the transfer of a portion of the Village sidewalk (in front of the Dew Drop Inn) to Dew Drop ownership so the entrance vestibule addition would be legal and permanent. Survey had not yet been hired by the Dew Drop owner. Clerk to follow-up with Rodney Rosenbaum, owner.
