Washington County Board of Supervisors The Board met in regular session at 3:00 pm on Tue, Mar 12, 2024 in the Supervisor’s meeting room at the courthouse in Blair, Nebr. Present: Chairman Steve Dethlefs, board members Bob Frahm, Lisa Kramer, Jon Stewart, Steve Kruger, Jay Anderson, and Kevin Barnhill. Also present, Co Clk Barb Sullivan, Shrf Mike Robinson, and Co Atty Scott Vander Schaaf. Board unanimously approved the agenda for 3/12 and the minutes of the 2/27/24 mtg. Board unanimously approved all claims, correspondence, and monthly fee reports. Hwy Supt Dave Kruger gave a brief update on Road Dept then Chris Lang, Speece Lewis, discussed Change Order request for the Co Rd 34, Ft Calhoun Bottom Rd project. Board members discussed at length as there was a disagreement on who was responsible for overrun payment of earthwork needed for the project. Atty Vander Schaaf suggested that Speece Lewis put something in writing indicating what they are willing to do to rectify the issue. Chairman Dethlefs asked to keep Washington Co Food Panty’s request for APRA funds tabled. Shrf Robinson said the jail took in $61,582 for the month of Feb. Board voted unanimously to table request for ARPA funds to replace and upgrade in-car body worn cameras until more information is obtained per the request of the Finance Committee. Board voted unanimously to approve letter to Public Service Commissioner regarding events that occurred during outages at courthouse and authorize Chairman to sign. Board voted unanimously to receive and place on file the Tax Sale Report from Treasurer. Mike Anderson and John Orr spoke during public comments and Committee Reports were briefly discussed. At 3:48 pm the board voted unanimously to go into closed session for the purpose of discussing attorney client privileged information, attorney client privileged information regarding current, potential, imminent threat of litigation, and contract negotiations involving Washington County. Those present in closed session were 7 board members, Co Clerk Sullivan, and Co Atty Vander Schaaf. Board voted unanimously to come out of closed session at 3:55 pm. There was no action in open session. At 4:00 pm Chairman Dethlefs opened a public hearing for those who wish to speak for, neutral, or against application from 1314 Jones LLC for Class I Liquor License for Red Barn Chapel. Applicant Chad Morford and his Atty Spencer Hosch spoke and answered questions from board members. P& Z Admn Chris Shewchuk was asked to explain current CUP with the owner of Red Barn Chapel. Mike Anderson spoke during public hearing. Board voted unanimously to adopt Res 2024-4; approving the application from 1314 Jones LLC for Red Barn Chapel for a Class I Liquor License.
