Village of Kennard A regular and advertised meeting of the Village of Kennard Board of Trustees was held on Tuesday, February 7th, 2023 at 7:00 P.M. at the Village Offices. Notice of the meeting was given in advance notice thereof by posting in three locations in the Village and the Enterprise newspaper. Notice was also given to all Board members. Availability of the agenda was given with the advanced notice. All proceedings hereafter were taken while the convened meeting was open to the attendance of the public. Chairman Lanette Morgan called the meeting to order at 7:00 P.M. In attendance were Board members, Bob Dunkle, Lanette Morgan, Meghan Eulberg, Clint Pearson, Vance Cooley, and Village Clerk Kathryn Doll. A motion was made by Dunkle, seconded by Cooley to approve the February 2023 agenda, (adjusting the order of agenda items) and the January 3, 2023, meeting minutes and the February bills. Motion Carried. Kelly G. Thompson discussed the One and Six Road Plans. Board discussed village road repair needs with Thompson. A motion was made by Dunkle to appoint Kelly G. Thompson as Kennard’s Street Superintendent effective January 1, 2023. Pearson seconded. Motion carried. * Motion to sign the 2022 Year end certification of City Street Superintendent for year end 2022 highway incentive payment by Dunkle. Pearson seconded. Motion carried. * Motion to sign 2022 Municipal annual certification of program compliance for 2022 by Dunkle. Pearson seconded. Motion carried. * Anne Godsey village cemetery sexton appeared to discuss bids for GPS cemetery mapping. A motion was made by Dunkle to approve Cemify’s preservation package at 7425.00 and 659.00 yearly fees. Eulberg seconded. Motion carried. * Review of September - November 2022 Treasurer’s reports Motion to approve made by Dunkle, seconded by Cooley. Motion carried. * 2023 Financial Statement was reviewed by the board. Discussion of village legal representation options. Board to interview candidate at the March 7th, 2023 meeting. Discussion of Web hosting service change tabled to March 7, 2023 meeting. Motion to lower Auditorium rental fees for Arlington post prom committee to 50.00 and Tammi Japp’s Quarter Craze to 100.00 made by Cooley. Eulberg seconded. Motion carried. * Bids for sealing 4th St and a new mower tabled to March 7, 2023 meeting. Board discussed Planning Board’s daycare ordinance additions. Dunkle reported no update on Dew Drop Inn vestibule removal. Board approved 4 percent cost of living increase for village employees, board and clerk excluded. Board discussed creating a village key log. Clerk will create a logbook and collect data. Board approved village clean up for the last weekend of April 2023 at the Auditorium parking lot. Henton Trenching will supply dumpsters. Board moved July 4, 2023 meeting to July 11, 2023. Board approved clerk’s mandatory treasurer training.
