Village of Herman Minutes of Budget Hearing September 22, 2026 The meeting of the chairman and board of trustees of the Village of Herman, Nebraska was convened in open public session at 7:00p.m. on September 22, 2026, held at the Village Office. Notice was given in advance by posting. The meeting was called to order by Chairman Kegler at 7:00p.m. Trustees Peters, Westergaard and Wofford were present. Dean was excused. Chairman stated the Open Meetings Act is posted on the north wall of the office. Chairman Kegler opens public budget hearing for FY 2026-2027. Time: 7:02pm Chairman asks if there are any comments or questions from the public, no public comments. Chairman closes the public hearing. Time: 7:05pm Motion by Westergaard, second by Wofford to approval the 2027 final levy. Roll call, all ayes, motion carried. Motion by Wofford, second by Peters to approve the 2026-2027 budget. Roll call, all ayes, motion carried. Motion by Westergaard, second by Peters to approve the 15.34% property tax increase. Roll call, all ayes, motion carried. Motion by Peters, second by Westergaard to the 1% restricted funds. Roll call, all ayes, motion carried. Peters introduced Resolution 2026-6, a resolution to approve the setting of the property tax request, whereas, Nebraska Revised Statute 77-1632 and 77-1633 provides that the Governing Board of the Village of Herman passes by a majority vote a resolution or ordinance setting the tax request and whereas, a special public hearing was held as required by law to hear and consider comments concerning the property tax request. Motion by Wofford, second by Westergaard that the resolution be adopted as read. Roll call, all ayes, motion carried. Chairman declares the foregoing resolution passed and approved this 22nd day of September, 2026. Peters introduced Resolution 2026-5, a resolution to approve signing of the Municipal Annual Certification of Program Compliance. Motion by Westergaard, second by Wofford that the resolution be adopted as read. Roll call, all ayes, motion carried. Chairman declares the foregoing resolution passed and approved this 22nd day of September, 2026. Chairman opens public hearing for the One & Six Year Plan. Time: 7:25pm Chairman asks if there is any comments or questions from the public, no comments. Chairman closes the public hearing. Time: 7:30pm Chairman Kegler introduced Resolution 2026-4, a resolution whereas, the City Street Superintendent has prepared and presented the One Year & Six Year Plan for the Improvement Program within the Village of Herman and the public meeting was held. Motion by Peters, second by Westergaard that the resolution be adopted as read. Roll call, all ayes, motion carried. Chairman declares the foregoing resolution passed and approved this 22nd day of September, 2026. Motion by Trustee Peters, second by Westergaard to approve the invoice for Midwest Service Co. of $4,320 for propane. Roll call, all ayes, motion carried.
