NOTICE OF PUBLIC HEARING ON APPLICATION FOR FEDERAL RESOURCES NOTICE IS HEREBY GIVEN that on April 3, 2024 in the Blair Public Library, Midwest Housing Initiatives, Inc. will hold a public hearing concerning an application to the Nebraska Department of Economic Development for a HOME Investment Partnership (HOME) award. This funding is available to eligible entities for local affordable housing activities. Midwest Housing Initiatives, Inc. is requesting $750,000 for the new construction of 28 townhome units (7 four-plex style buildings) located at N 25th Circle and Nebraska St, Blair, Nebraska. Legally described as Lots 1-10 & Lots 20-23, West Valley in part of the NW ¼ of Sec. 11, T18N, R11E of 6th P.M., City of Blair, Washington County, Nebraska. The full amount of the grant will be used for the acquisition of the land, infrastructure work, site work, architectural and engineering costs associated with the design of the project, legal and accounting costs associated with the acquisition, financing, and construction of the project (not including organizational or syndication related fees), and will benefit low and moderate income people. The need for this project was identified by researching the 2021 Washington County Housing Study and discussing housing needs from leaders in the community finding there’s a need for additional affordable housing units in Washington County, and Blair, NE. Additional funding sources for the $10,215,516 project include $7,126,838 of Low-Income Housing Tax Credit Equity, $650,000 of LB840 Funds, $240,000 of Tax Increment Financing, $238,583 of General Partner Equity, and $1,210,095 of permanent financing. No persons will be displaced as a result of this project. The grant application will be available for public inspection at the Blair Public Library. All interested parties are invited to attend this public hearing at which time you will have an opportunity to be heard regarding the grant application. Written and oral testimony will also be accepted at the public hearing scheduled for 2:00 PM, Wednesday, April 3, 2024, 2233 Civic Dr, Blair, NE 68008, Small Conference Room.
