City of Fort Calhoun September 25, 2023 A special meeting of the City Council of the City of Fort Calhoun, Nebraska, was called by Mayor Robinson on Monday, September 25, 2023. The special meeting was held in open and public session at 6:16 p.m. at the City Hall Library in Fort Calhoun, Nebraska. On roll call, the following Council Members answered present: Andy Bowser, John Kelly, and Nick Schuler; Bob Prieksat was absent. Notice of the meeting was given in advance thereof by posting at City Hall, the Post Office and Calhoun Oil, said form of notice being a designated method for giving notice, a certification of posting being attached to these minutes. Advance notice of this meeting was also given to the Mayor and all Council Members. Availability of the agenda was communicated in the advance notice and in the notice to the Mayor and Council Members. All proceedings hereafter shown were taken while the meeting was open to the attendance of the public. With a quorum present, the Mayor presided and the Treasurer recorded the proceedings. At 6:16 p.m., Mayor Robinson stated in compliance with the provisions state statute section 77-1601.02, it was now time to conduct the public hearing relative to hearing support, opposition, criticism, suggestions or observations of taxpayers relating to setting the final tax request at a different amount than the prior year tax request (levy): 2022-2023 Property Tax Request $ 595,850.00 2022 Tax Rate 0.542613 Property Tax Rate (2022-2023 Requested/2022 Valuation) 0.493681 2023-2024 Proposed Property Tax Request $ 651,723.00 Proposed 2023 Tax Rate 0.540000 With there being no public comments, questions or discussion, Mayor Robinson declared the public hearing closed at 7:08 p.m. Member Schuler introduced Resolution No. 2023-15 Setting the 2023-2024 personal and real property tax request at $215,000.00 for principal and interest on bonds and $436,723.00 for all other purposes, for a total of $651,723.00 and moved for its passage and adoption. Member Kelly seconded the motion. On roll call the following voted “Aye”: Schuler, Kelly, and Bowser. The passage and adoption of said Resolution having been concurred by most of all members of the Council, the Mayor declared the Resolution adopted and, in the presence of the Council, signed and approved the Resolution and the Clerk attested the passage and approval of the same and affixed her signature thereto. Motion by Schuler, seconded by Kelly to adopt Resolution #2023-15. Member Schuler made a motion seconded by member Bowser to approve the 1% increase to restricted funds authority. With members Bowser, Schuler, and Kelly voting “Aye”, motion carried. Member Kelly made a motion seconded by member Bowser to approve the request from Andy Faucher, Longhorn Bar, for the City to use funds from the General Fund for the Lottery Operator to upgrade the Keno system. Andy Faucher, owner, stated the version of the Keno system is Version 2 and the current version out is Version 7. Making this upgrade to the system and equipment would allow the Longhorn to generate more proceeds for the Keno fund, having a kiosk for customers to do it themselves. It will also help his overall operating costs as he will not have to hire keno writers. Tal, City Attorney, presented the two options the City has: direct transfer of keno funds staying within the allowable 14% for expenses or a transfer of keno funds to the general fund. The last upgrade done to the keno system was in 2013.
