City of Fort Calhoun September 25, 2023 A special meeting of the City Council of the City of Fort Calhoun, Nebraska, was called by Mayor Robinson on Monday, September 25, 2023. The special meeting was held in open and public session at 6:00 p.m. at the City Hall Library in Fort Calhoun, Nebraska. On roll call, the following Council Members answered present: Andy Bowser, John Kelly, and Nick Schuler; Bob Prieksat was absent. Notice of the meeting was given in advance thereof by posting at City Hall, the Post Office and Calhoun Oil, said form of notice being a designated method for giving notice, a certification of posting being attached to these minutes. Advance notice of this meeting was also given to the Mayor and all Council Members. Availability of the agenda was communicated in the advance notice and in the notice to the Mayor and Council Members. All proceedings hereafter shown were taken while the meeting was open to the attendance of the public. With a quorum present, the Mayor presided and the Treasurer recorded the proceedings. At 6:07 p.m., Mayor Robinson stated in compliance with the provisions in State Statute Section 77-1601.02, It is now time to conduct the public hearing relative to hearing support, opposition, criticism, suggestions or observations of taxpayers relating to the proposed Fiscal Year 2023-2024 Budget 2021-2022 Actual Disbursements & Transfers $ 5,648,276.57 2022-2023 Estimated Disbursements & Transfers $ 2,959,151.43 2023-2024 Proposed Budget of Disbursements & Transfers $ 4,812,938.53 2023-2024 Necessary Cash Reserve $ 1,380,134.00 2023-2022 Total Resources Available $ 6,193,072.53 Total 2023-2024 Personal & Real Property Tax Requirement $ 651,723.00 Unused Budget Authority Created for Next Year $ 106.80 Breakdown Of Property Tax: Personal and Real Property Tax Required for Non-Bond Purposes $ 436,723.00 Personal and Real Property Tax Required for Bonds $ 215,000.00 There were no written comments received. Ritch Nelson, 1545 Betts Circle, questioned why if the budget is staying the same, why are taxes going up? The auditor stated the increase in taxes is due to the increases in the valuations. It was stated that the council did go through the budget line by line to determine what could/needed to be cut and what would remain the same. Lucas Billesbach, City Engineer, also mentioned depending on projects, the City’s budget can fluctuate year to year due to the timing of construction/billing of said projects.
