City of Blair Special Council Meeting September 13, 2021 The Mayor and City Council met in special session in the City Council Chambers on September 13, 2021, at 6:00 PM. The following were present: Kevin Hall, Chris Jensen, Mindy Rump, Andrew Schank, Kevin Willis, Frank Wolff. Absent: Marty Shepard and Jon Stewart. Also present were City Administrator Storm, Assistant City Administrator Barrow, Librarian Zarco and Chief Lager. Mayor Hansen called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Minutes of the August 24, 2021, meeting was approved. Mayor Hansen opened the public hearing on Fiscal Year 2021-2022 Budget. City Administrator Storm stated the Nebraska Legislature changed how public hearings are held this year in reference to the budget by requiring them to be held at a separate meeting to allow all citizens the opportunity to speak without a time limit on the meeting. Storm then presented the budget for FY 2021-2022 as follows: Proposed Budget of Disbursements & Transfer - $62,774,789.01; Necessary Cash Reserves - $3,975,864.56; Total Resources Available - $66,750,653.57; Personal & Real Property Tax Requirement - $2,404,277.00; Unused Budget Authority Created for Next year - $13, 208.21. Breakdown of property tax as follows: Personal & Real Property Tax Requirement for Non-Bond Purposes - $2,310,900.48 and Personal & Real Property Tax Required for Bonds - $93,376.52. The budget notice was advertised in the Enterprise on September 7, 2021. The actual budget will be adopted at the regular council meeting on September 14, 2021. Mayor Hansen opened the floor to public comments. No one from the public was present. Mayor closed the public hearing.
