City of Blair Regular Council Meeting September 27, 2022 The Mayor and City Council met in regular session in the City Council Chambers on September 27, 2022, at 7:00 PM. The following were present: Holly Hafer, Kevin Hall, Mindy Rump, Andrew Schank, Jon Stewart, Kevin Willis, Frank Wolff, Kirk Highfill. Also present were City Administrator Storm, Assistant City Administrator Barrow, Director of Public Works Schoemaker, City Attorney Solomon, Library Director Zarco and Chief Lager. Mayor Hansen called the meeting to order and made introductions at 7:00 p.m. by followed by a statement of compliance with the open meetings act and the Pledge of Allegiance. Consent agenda approved the following: 3a) Approval of Minutes of the September 13, 2022, Budget Hearing, and regular council meeting September 13, 2022, 3b) Clerk report of Mayoral Action of September 13, 2022, meeting, 3c) Claims as approved by the Finance Committee and 3d) Approve dates for Fall Clean Up and Open Burn with a permit. Mayor Hansen appointed Kirk Highfill to fill the seat left vacant following the death of Marty Shepard and he sworn in as a new council member. Council approved the use of Lions Park and the Depot for a community event for Restoring Independence on October 29, 2022, with no open fires but allowing food trucks; accepted the bid from Eriksen Construction in the amount of $44,611,022 for the expansion of the Water Treatment Plant; approved an amendment to the engineering agreement with HDR Engineering for the Water Treatment Plant Expansion Project; approved construction staking agreement with JEO Engineering for the Water Treatment Plant Expansion; approved the material testing agreement with Olsson Associates for the Water Treatment Plant Expansion Project; approved the plans and specifications and authorization to advertise for bids for the Industrial Water Main Project; approved the transfer of an additional $400,000 to streets from sales tax to cover expenses for engineering and land acquisition that were not budgeted in the FY 2022 budget; approved up to $3,000,000 in warrants for City costs for gas line relocation, engineering, land acquisition, and construction of the South Bypass for up to four years or until bond anticipation notes or permanent bonds are issued and approved the creation of third sergeant position within the 17 sworn positions in the Blair Police Department. City Administrator had no report. He noted that no action would be taken after the Executive Session but anyone that wanted could wait up in the front office.
