City of Blair Regular Council Meeting September 12, 2023 The Mayor and City Council met in regular session in the City Council Chambers on September 12, 2023. The following were present: Katelyn Ferrari, Holly Hafer, Kirk Highfill, Rick Paulsen, Jim Sandvold, Andrew Schank, Kevin Willis, and Frank Wolff. Also present were City Administrator Green, Assistant City Administrator Barrow, City Attorney Solomon, Finance Director Burton, Library Director Zarco, HR Manager Guhl and Chief Lager. Mayor Rump called the meeting to order at 7:00 p.m. followed by the Roll Call and Pledge of Allegiance. Consent agenda approved the following: 4a) Approval of Minutes of the August 22, 2023, meeting, 4b) Clerk report of Mayoral Action of August 22, 2023, meeting, 4c) City Department reports for August 2023 and 4d) Claims as approved by the Finance Committee. Mayor Rump read a Proclamation acknowledging and supporting September 2023 as Suicide Prevention Awareness Month presented by Memorial Community Hospital & Health System. Council approved Ordinance 2509 to adopt the Budget Statement for FY 2023-2024 and to be termed the "Annual Appropriation Bill" appropriating such sums of money necessary to defray all necessary expenses and liabilities of the City of Blair, Nebraska for FY 2023-2024; Resolution No. 2023-39 to allow for the Fiscal Year Budget 2024 to increase the budget lid limit by an additional one percent (1%) from 2.5% to 3.5%; and Resolution 2023-40 setting the levy for the City of Blair and Blair Airport Authority for FY 2023-2024, Council rejected the bids received for the construction of Generations Park and approved Resolution No. 2023-41 approving the Mayoral appointment of Aaron Wattenbach as a Blair Part-time Police Officer. City Clerk Wheeler administrator the Police Officer Oath for part time Blair Police Officer Aaron Wattenbach. Mayor Rump presented a plaque to Council member Andrew Schank-Ward 2 for his service and dedication as a City Council member. City Administrator Green stated the budget process is almost complete. There will be a ribbon cutting for the new police garage this week on Thursday at 10:00 a.m. and all Council members are invited to attend. The salary increase ordinance will be presented at the September 26, 2023, council meeting. He thanked Council member Schank for his public service.
