City of Blair Regular Council Meeting July 13, 2021 The Mayor and City Council met in regular session in the City Council Chambers on July 13, 2021, at 7:00 PM. The following were present: Absent: Mindy Rump, Present: Kevin Hall, Chris Jensen, Andrew Schank, Marty Shepard, Jon Stewart, Kevin Willis, Frank Wolff. Also present were City Administrator Storm, Assistant City Administrator Barrow, Director of Public Works Schoemaker, City Attorney Solomon, City Finance Director/Treasurer Springhower and Chief Lager. Mayor Hansen called the meeting to order at 7:00 p.m. and made introductions followed by statement of compliance with open meetings act and Pledge of Allegiance. Consent agenda approved the following: 3a) Approval of Minutes of the June 22, 2021, meeting, 3b) Clerk report of Mayoral Action of the June 22, 2021 meeting, 3c) City Department reports for June 2021, and 3d) June claims as recommended by Finance Committee. Council approved a Preliminary Plat application submitted by the City of Blair, 218 S. 16th Street, Blair, Nebraska, for South 10th Street subdivision, Lots 1 through 8 and Outlot A, a plat of Tax Lot 277 in the Northwest Quarter and Northeast Quarter of Section 13, and part of Tax Lot 226 in the Southeast Quarter of Section 13, all in Township 18 North, Range 11 East of the 6th PM, Washington County, Nebraska as presented. Ordinance 2447 amending the City of Blair Zoning Regulations, Article 8, Section 805.4 Exceptions, by adding Storage Units, Mini to the list of Excepted Uses in OPD (Office Park District) was passed on first reading. Council referred to Transportation Committee the request by Dixie Hansen, 1364 South St., Blair, to amend the Blair Municipal Code to allow golf cart use in Blair and the request by Fernandos to keep their 15-minute reserved parking signs. Ordinance 2443 rezoning the general area west of the new 10th Street extended south of Wilbur Street owned by the City of Blair and generally described as a tract of land located in Tax Lots 249, 250 and 158 in Section 13, Township 18 North, Range 11 East of the 6th P.M., Washington County, Nebraska, from Office Park District (OPD) to Agricultural/Industrial and Manufacturing (A/ML) was passed on final reading. Resolution 2021-20 approving dedication of 10th Street right of way-South Segment was signed and adopted. Council approved Engineering Agreement with Olsson for the design work related to the lime solids management project in the amount of $139,600; awarded the bid for Utility Improvements for Northern View Phase II Subdivision to Thompson Construction in the amount of $608,700.00; awarded the bid for Paving Improvements for Northern View Phase II Subdivision to Luxa Construction in the amount of $362,583.00; approved Materials Testing Agreement with Olsson for Northern View Phase II Subdivision in the amount of $7540 and construction Staking Agreement with JEO Engineering for the Northern View Phase II Subdivision in the amount of $14,520. Council authorized the use of Registered Warrants in the amount of $1.1 million to pay expenses associated with the development of Northern View Phase II Subdivision until permanent financing is obtained and awarded the bid for the masonry work in the Harry Ohrt Lions Club Shelter Renovation to Christiansen Masonry in the amount of $5,975.00. City Administrator Storm had no report. Executive Session for the protection of the public interest due to possible litigation involving the City of Blair was not needed and no action taken.
