City of Blair Regular Council Meeting January 23, 2024 The Mayor and City Council met in regular session in the City Council Chambers on January 23, 2024, at 7:00 PM. The following were present: Katelyn Ferrari, Holly Hafer, Kirk Highfill, Rick Paulsen, Jim Sandvold, Kevin Willis, Frank Wolff, Brad Andersen. Also present were City Administrator Green, Assistant City Administrator Barrow, Director of Public Works Heaton, City Attorney Solomon, Library Director Zarco, Finance Director/Treasurer Burton, HR Manager Guhl, IT Director Frahm, Community Development Director Beiermann, and Chief Lager. Mayor Rump called the meeting to order at 7:00 p.m. followed by Roll Call and the Pledge of Allegiance. Consent approved the following: 4a) Approval of Minutes of the January 9, 2024, meeting, 4b) Clerk report of Mayoral Action of January 9, 2024, meeting, 4c) City Department reports for December 2023 and 4d) Claims as approved by the Finance Committee. Council approved a Replat Application submitted by JPR Investments I, LP, 10669 Oak Park Lane, Blair, Nebraska, for Lot 11, 12, 13, 14 And 15 JPR Addition, A Replat of Lot 10, JPR Addition to The City of Blair, Washington County, Nebraska (695 E. Grant Street); Ordinance 2522 on Final Reading annexing and extending the corporate limits of the City of Blair to include the real estate which is generally described as Tax Lots 252 & 280 in Section 13, Township 18 North, Range 11; Tax Lots 15, 42, 43, 47 & 48 in Section 18, Township 18 North, Range 12, and Tax Lots 66 & 67 in Section 19, Township 18 North, Range 12, all East of the 6th pm, including those portions of County Road P35A, adjoining the above listed tax lots in Washington County, Nebraska; Special Designated Liquor License for Andreasen LLC, 1415 Q St, Tekamah, NE 68061 for the Blair Family YMCA "Blue Jeans & High Heels" event on February 24, 2024 from 3:00 PM to 12 AM at 1278 Wilbur St, Blair, NE; Resolution 2024-8 approving the Administrative Officers elected for the Blair Volunteer Fire Department and Volunteer Rescue Squad; Resolution 2024-9 approving Olsson Amendment #4 for the Lime Solids Project for Additional Design and Construction Services AND technical support for a renewed NPDES discharge permit for the Water Treatment Facility and Wastewater Facility, and Resolution 2024-6 approving an amendment to the HDR Contract for additional project oversight of Water Plant Phase V Construction until the February 13, 2024, meeting. City Administrator Green thanked all the employees in the street, utility and park department that put in the extra hours for snow removal. He also noted that Mark Wulff, Code Enforcement Officer has been working hard to give property owners courtesy reminders regarding clearing their sidewalks. He encouraged the Mayor and Council to forward any complaints they are receiving to city staff. Ben Guhl will be gone the rest of the week at a leadership conference and Aaron Barrow and he will be attending an aviation symposium in Kearney along with several members from the Airport Authority. Rod Storm, former City Administrator, will be inducted into the Nebraska Aviation Hall of Fame during this conference. Storm has been instrumental in the success of the airport. He also reminded the Mayor and Council regarding the 5th Tuesday meeting that will be held on January 30, 2024. This is a public meeting and will start off with a business community listening session. The Washington County Chamber and Gateway Development have been inviting their business associates to share their concerns regarding any issues in the community. Discussion will also be held regarding no parking on 18th Avenue, the hard surfaced area in 66 Heights that does not allow for any sidewalk areas to be cleared and primary ballot issue for an additional ½ cent sales tax and the continuation of the LB840 Economic Development project which will be sunset in the fall of 2025. These ballot issues are critical for us going forward to pay off the bonds for the south bypass and continue moving forward with the north bypass. An agenda for this meeting will be posted later this week. There will be no action taken on these items.
