City of Blair Regular Council Meeting February 13, 2024 The Mayor and City Council met in regular session in the City Council Chambers on February 13, 2024, at 7:00 PM. The following were present: Brad Andersen, Katelyn Ferrari, Holly Hafer, Rick Paulsen, Kevin Willis, and Frank Wolff. Absent: Kirk Highfill and Jim Sandvold. Also present were City Administrator Green, Assistant City Administrator Barrow, Director of Public Works Heaton, City Attorney Solomon, Library Director Zarco, Finance Director/Treasurer Burton, Park/Cemetery Director Long, HR Manager Guhl, IT Director Frahm, Community Development Director Beiermann, and Chief Lager. Mayor Rump called the meeting to order at 7:00 p.m. followed by Roll Call and the Pledge of Allegiance. Consent Agenda approved the following: 4a) Approval of Minutes of the January 30, 2024, 5th Tuesday meeting; 4b) Clerk report of Mayoral Action of meeting, 4c) City Department reports for January 2024 and 4d) Claims as recommended by the Finance Committee. All Council members voted: Yea: 6, Nay: 0, Absent: 2. Fire Chief Joe Leonard appeared before the Mayor and Council to present the annual report for the Volunteer Fire and Rescue Departments. Resolution 2024-10 approving Cavy Golter and Addyna Matejka as new members of the Blair Volunteer Fire Department. All Council members voted: Yea: 6, Nay: 0, Absent: 2. Resolution 2024-11 approving Gateway to the West Days parade held from 1:00 p.m. to 3:00 p.m. and requested permission from the NDOR to close Highway 30 for this event. All Council members voted: Yea: 6, Nay: 0, Absent: 2. Resolution 2024-12 approving street closures for the carnival and use of Police Department parking lot for a car show during Gateway to the West Days held from June 5 through June 9, 2024. Motion by Frank Wolff, second by Rick Paulsen to adopt Resolution No. 2024-12 All Council members voted: Yea: 6, Nay: 0, Absent: 2. Resolution No. 2024-13 to submit to the qualified electors of the City of Blair during the statewide primary election a proposition to impose an additional (1/2%) sales and use tax for infrastructure projects related to the City's economic development program and public infrastructure projects. All Council members voted: Yea: 6, Nay: 0, Absent: 2. Resolution 2024-14 approving Mayoral appointments of Joshua Bayly, Timothy Spacher and Justin Jorgensen as new Police Officers for the Blair Police Department. All Council members voted: Yea: 6, Nay: 0, Absent: 2. Resolution 2024-15 to adopt Plan Document and Summary Plan Description with Point C Health to administer employee Flexible Spending accounts (FSA). Motion by Holly Hafer, second by Katelyn Ferrari to adopt Resolution No. 2024-15 All Council members voted: Yea: 6, Nay: 0, Absent: 2. Resolution No. 2024-16 to approve amendment #3 to the HDR Contract to complete the Operations and Maintenance Manual for the Water Treatment Plant Expansion. All Council members voted: Yea: 6, Nay: 0, Absent: 2. City Administrator Green stated new LED lights would be installed this week on the water tower. City Attorney Solomon has submitted her resignations as of the end of April and thanked her for all the excellent work she has done for Blair. The Housing Advisory Committee will be meeting in the next week or so. He also apologized to the Mayor and Council because staff realized this week that the annexation that was recently approved along Highway 75 will have to be redone due to it not being done correctly. This type of annexation required a public hearing and notification to property owners. Therefore, the annexation will be back before the Mayor and City Council soon.
