Annual budget meeting of the Village of Kennard Board of Trustees was held on Tuesday, September 19th, 2023, at 7:00 P.M. at the Village Offices 208 Main Street Kennard, NE. Notice of the meeting was given in advance notice thereof by posting in three locations in the Village and the Enterprise newspaper. Notice was also given to all Board members. Availability of the agenda was given with advanced notice. All proceedings hereafter were taken while the convened meeting was open to the attendance of the public. Chair Lanette Morgan called the meeting to order at 7:00 p.m. In attendance were Board members Vance Cooley, Lanette Morgan, Clint Pearson, Bob Dunkle and Village Clerk Kathryn Doll. A motion was made by Pearson, seconded by Dunkle to approve the September 19th , 2023, budget meeting agenda. Motion carried. Public Hearing to consider comments from residents regarding 2023/2024 budget opened at 7:03 p.m. No residents in attendance to opine. Public hearing closed at 7:08 p.m. Motion to approve allowable by statute 1% increase to fiscal year budget 2023/2024 by Dunkle, seconded by Cooley. Motion carried. Discussion of Ordinance 371. Dunkle moves to suspend 3 readings of ordinance 371, an ordinance to adopt the budget statement, Pearson seconded. Motion carried. Ordinance 371, An ordinance to adopt the budget statement to be termed the annual appropriations bill; to appropriate sums for necessary expenses and liabilities; to provide for an effective date was read by Pearson. Dunkle moves for passage of ordinance 371, seconded by Pearson. Motion passed unanimously. The clerk attested to the passage and affixed her signature. A complete copy of said ordinance is on file at the village office. At 7:16 a public hearing was opened for public comments regarding the setting of the tax request. No residents present. Hearing closed. Motion to pass Resolution 2023-5 , Resolution Setting the Property tax made by Pearson, seconded by Dunkle. Motion carried. A copy of the resolution is available for viewing at the village office and will be posted on the village website. Seeing no further business, Motion to adjourn made by Cooley, seconded by Dunkle.
