ADVERTISEMENT FOR BIDS City of Blair Blair, Nebraska The City of Blair is requesting Bids for the construction of the following Project: Water Treatment Plant Lime Solids Equalization Basin & Outfall Olsson Project 021-04217 Bids for the construction of the Project will be received by City of Blair at 218 South 16th Street, Blair, Nebraska 68008 until March 15, 2023 at 10:00 A.M. local time. At that time the Bids received will be publicly opened and read. The Project includes the following Work: Bid – The project is briefly described as follows: Select demolition activities at the existing treatment facility that include removal of existing gravity sanitary sewers and water force mains to allow for new construction, removal of existing 42-inch outfall and associated manhole at the Missouri River. Construction of a Lime Solids Equalization Basin and associated pump building, gravity bypass piping and manholes, reconnection of water force mains, installation of discharge pumps and recirculation pump system. Construction of lowered 42” outfall and associated manhole at Missouri River. Construction activities include providing all necessary materials, labor, equipment, and testing for the installation and/or construction of improvements to the following: 1. Select demolition activities at the existing treatment facility that include: removing two 12-inch sanitary lines, one that is abandoned and the other that is the tie-in to the equalization basin project; removal of a portion of 20-inch and 24-inch raw water force mains (one of the mains must remain in service until the other is completely replaced and put in service); removal of 42-inch outfall and associated manhole. 2. Construction Activities include providing all necessary materials, labor, equipment, and testing for the installation and/or construction of improvements to the following: a. New 56-foot diameter concrete equalization basin complete with geodesic dome cover, access platform and connecting pump building consisting of all associated piping and appurtenances for two discharge pumps and one recirculation pump. Spare backup recirculation pump to be provided. Includes mechanical, electrical, service water supply, and coordination of controls integrated into existing SCADA system. b. Removal and replacement of 42-inch RCP pipe and outfall at the Missouri River including replacement of 72-inch manhole. Outfall to be lowered and reinforced per the plans. Outfall will pass through US Army Corps of Engineers stone revetment. c. Plant SCADA system modifications and reconnections. d. Project work shall include all required spare parts as listed in the specifications. 3. SWPPP, Floodplain development, Fire Marshal, and other permitting implementation. 4. All work complete with bypass pumping of selected processes, connections to existing structures, sidewalks or paved roadways, site grading, erosion control, seeding, yard piping, buried valves, architectural building modifications, mechanical/electrical/control components, demolition/modification, and other items of miscellaneous work which are either shown on the plans or in the Contract Documents to complete the Work. DAVIS BACON ACT WAGE DETERMINATIONS – Contractors and subcontractors on USEPA federally assisted construction projects are required to pay their laborers and mechanics wages not less than those established by the U.S. Department of Labor. A current wage decision containing DEBARMENT AND SUSPENSION - The prospective participants must certify by submittal of EPA Form 5700-49, Certification Regarding Debarment, Suspension and Other Responsibility Matters, that to the best of its knowledge and belief that it and its principals are not presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from covered transactions by any federal department or agency. NONDISCRIMINATION IN EMPLOYMENT - Bidders on this work will be required to comply with the President’s Executive Order No. 11246. Requirements for bidders and contractors under this order are explained in the specifications. DISADVANTAGED BUSINESS ENTERPRISE (DBE) - Each bidder must fully comply with the requirements, terms and conditions of the U.S. Environmental Protection Agency, Disadvantaged Business Enterprise (DBE) requirements, including the fair share objectives for disadvantaged business participation during the performance of this contract. The bidder commits itself to the fair share objective for disadvantaged business participation contained herein and all other requirements, terms and conditions of these bid conditions by submitting a properly signed bid. AMERICAN IRON AND STEEL PRODUCTS - On January 17, 2014, H.R. 3547, “Consolidated Appropriations Act, 2014,” was enacted. Section 436 of the Act requires that none of the appropriated funds may be used for the construction, alteration, maintenance, or repair of a public water system or treatment works unless all of the iron and steel products used in the project are produced in the United States. unless a waiver is provided to the recipient by EPA. Conditions for the waiver are found under the Information for Bidders. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials.
