Village of Kennard A regular and advertised meeting of the Village of Kennard Board of Trustees was held on Tuesday, July 5th, 2022 at 7:00 P.M. at the Village Office. Notice of the meeting was given in advance notice thereof by posting in three locations in the Village. Notice was also given to all Board members. Availability of the agenda was given with the advanced notice. All proceedings hereafter were taken while the convened meeting was open to the attendance of the public. Chairman Clint Pearson called the meeting to order at 7:01p.m. In attendance were Board members Joe Burmood, Bob Dunkle, Meghan Eulberg, Lanette Morgan and Clerk Jill Camden. Chairman Pearson advised those present of the location of the Open Meetings poster as required per State Statute 84-1407 through 84-1411. A motion was made by Dunkle, seconded by Eulberg, to approve the July 5th, 2022 agenda, the June 7th, 2022 meeting minutes, and the June 2022 bills. Motion carried.* The June 2022 Treasurer’s Report was postponed to the July meeting due to an accounting software problem. Burmood made a motion, seconded by Dunkle to approve a liquor license submitted by Tonnya Figueroa, Burtonian Enterprises, Fremont, NE (not present) for a reception at the Kennard Auditorium on September 24th, 2022. Motion carried.* Andy Dunkle, Great Plains Communications, was present to provide written plans and to discuss the fiberoptic installation (bored by Widler Construction, Plattsmouth) along County Road 25 from the cemetery to Linn Street, up to Maple Street and ending at T-Mobile’s equipment located at 610 Maple. Estimated completion is within 3-4 weeks. John Camden, Jr., JC Excavation (106 W 1st St) was present to discuss placing a culvert at the west end of his property to create a vehicle access to/from Linn Street and installing pipe to replace the open ditch along the abandoned portion of First Street. Existing drainage problems were discussed. County will be contacted to request that their culvert be cleaned out to allow for improved drainage before a run-off study is conducted. Jeff Ray, JEO Consulting Group, was present to discuss the cost of conducting a blight study within the Village and potential benefits, like Tax Increment Financing (TIF). Burmood made a motion, seconded by Dunkle to approve the amended Ordinance No. 292 Swimming Pool Regulations. The amended ordinance is available for inspection at the Village office and post office. Tom Eulberg, Village Maintenance Supervisor, was present to discuss maintenance issues within the village. A lift will be rented so missing auditorium ceiling tiles and lightbulbs can be replaced. Bids will be gathered from local electricians for replacement of exterior firehall lights with LED bulbs. Dunkle and Burmood to gather bids for concrete demo/replacement in front of the firehall and the washed-out area near First and Linn streets. Dying ash trees in the park will be trimmed/removed by maintenance at a cost not to exceed $5000. It was found that the mowing of ditches is the responsibility of adjacent property owners, not the Village. Mowing the street stub at Linda Lee Lane is Village responsibility. TK Solutions’ bid for cleaning and sealing the newer concrete at 4th and Linn, 3rd/4th and Main were reviewed. Board approved the bid for 3rd and Main ($2659.90) and 4th & Main ($5039.29) for completion this summer, but will delay 4th & Linn ($6595.80) until next year. A motion was made by Dunkle and seconded by Burmood to approve wage increases for all Village employees and to increase Board member and meter reader rates at the beginning of next fiscal year, October 1st. Jordan Camden was hired as a part-time seasonal employee. Clerk to contact insurance agent to confirm work restrictions for minor employees 16 or under and to research guidelines for seasonal help. A Resolution of the Village of Kennard authorizing an amendment of the interlocal agreement with the City of Fremont for the operation of a Keno Lottery in the Village of Kennard pursuant to the lottery operation agreement with EHPV Lottery Services LLC, to extend the term of the interlocal agreement through September 11, 2027 was read by Eulberg and Eulberg made a motion to approve, seconded by Dunkle. Motion carried.* Matt Bostwick, water maintenance technician, was present to discuss the placement of the previously approved (4) water valve stops to be installed by Henton Trenching along Main Street. Seth Pearson, Village Sewer Technician, was present to submit a bid received by West-E-Con for an alarm strobe and phone sensor for the sewer lift station. Pearson found that the current sensor was not sending notifications as it’s now obsolete since the system was upgraded to 5G. Motion was made by Burmood, seconded by Dunkle to approve the replacement sensor at $1495 and $144 annual service charge.
