Village of Kennard A regular and advertised meeting of the Village of Kennard Board of Trustees was held on Tuesday, April 5th, 2022 at 7:00 P.M. at the Village Office. Notice of the meeting was given in advance notice thereof by posting in three locations in the Village. Notice was also given to all Board members. Availability of the agenda was given with the advanced notice. All proceedings hereafter were taken while the convened meeting was open to the attendance of the public. Chairman Clint Pearson called the meeting to order at 7:00 p.m. In attendance were Board members Joe Burmood, Bob Dunkle, Meghan Eulberg, Cord Hansen and Clerk Jill Camden. Chairman Pearson advised those present of the location of the Open Meetings poster as required per State Statute 84-1407 through 84-1411. A motion was made by Dunkle, seconded by Hansen, to approve the April agenda, the March 7th, 2022 meeting minutes, and the March 2022 Bills. Motion carried.* A motion was made by Dunkle, seconded by Eulberg to accept the March 2022 Treasurer’s Report. Motion carried.* Per Clerk Camden, the Village has advertised on social media and locally for Kennard committee members to assist the Washington County Museum in placing historical signage within the Village. So far, there are three residents interested in joining the committee. The Village hopes to recruit additional members and will then have an initial meeting to discuss possible sign topics and placement. There will be a Special Board meeting on Tuesday, April 19th to discuss the topic of resident swimming pools within the Village. Clerk posted the meeting notice on social media and will also post a meeting notice on the Village office door and Post Office. Board suggested that invitations go out to pool-owners from the previous year. There are several water meters within the Village and in Spring Ridge development that are not working so need replacement. Local contractors will be contacted to arrange repair/replacement of those meters. A few meters within the Village were damaged when they froze during extremely low temperatures. The Board suggested that the Village send a reminder (in the fall) in residents’ utility bill, asking residents to keep their meters warm enough during extreme cold to prevent freezing, as this is resident responsibility. The new Village playground equipment is scheduled to arrive on Monday, April 11th. Seth Pearson, Village Maintenance, said he will let the installer, Mike Turner, know when the equipment is delivered so Turner can install. Clerk will buy replacement (chain) netting for the park basketball hoop and Maintenance will install. The Papio-Missouri River Natural Resources District’s Celebrate Trees Program approved the Village application for tree planting. The grant will reimburse up to $2500 overall with a maximum of $250 per tree. Maintenance plans to plant young trees in the park and adjacent to the auditorium parking lot. A resident requested that additional lighting be installed in the auditorium parking lot. The Board approved a bid received from Omaha Public Power District to install a light fixture on the existing pole at the north end of the parking lot for a monthly charge of $13.37. Seth Pearson, Village Maintenance, will be renting a scissor lift to install black ceiling tiles and insulation in the ceiling of the auditorium at a cost of approximately $3500, or possibly higher. Dunkle asked that the work is completed prior to next winter. In August of 2021, The Dew Drop Inn bar added an entrance vestibule to their building on top of village property/sidewalk. The Village has not received a survey from the Dew Drop of this approximately 5x7’area, so documents can be prepared to convey the property to the Dew Drop. Village to send a letter to the Dew Drop that the survey is required for the property to legally convey, or the structure must be removed from village property. The annual Kennard Clean-up Days has been scheduled for the second weekend in May. 40-yard dumpsters will be rented and placed in the Auditorium parking lot for Kennard resident refuse only. The Kennard Street Superintendent was not available to discuss the One and Six Year Street Plan. Topic postponed to the May meeting. There are several residences that are violating junk ordinance. Village to send letters to those in violation and suggest that the dumpsters provided during clean-up days are utilized. The Village water tech was not present to discuss Village water issues. Topic postponed to May meeting. Seeing no further business, the meeting was adjourned at 8:12 p.m. *Unless otherwise noted, voting is unanimous.
