Village of Kennard A regular and advertised meeting of the Village of Kennard Board of Trustees was held on Monday, June 7th at 7:00 P.M. at the Village Auditorium. Notice of the meeting was given in advance notice thereof by posting in three locations in the Village. Notice was also given to all Board members. Availability of the agenda was given with the advanced notice. All proceedings hereafter were taken while the convened meeting was open to the attendance of the public. Chairman Clint Pearson called the meeting to order at 7:00 P.M. In attendance were Board members Meghan Eulberg, Cord Hansen, Joe Burmood, Bob Dunkle and Clerk Jill Camden. It was decided that the clerk will check prices on dumpster rental for Spring Clean-up next year, as rental was more costly this year. After the agenda date was corrected to June 7th, a motion was made my Dunkle, seconded by Hansen to approve the June agenda, May meeting minutes and May bills. Motion carried.* A motion was made by Dunkle and seconded by Hansen to approve the May Treasurer’s Report. Motion carried.* Jeanie Clark, Kennard Cemetery Sexton, was present to request the purchase and placement of rock on the lane at the north cemetery addition. She estimates five truckloads (same amount initially placed) at $450/load for a total of $2250. She also requested that Village Maintenance make repairs to the brick cemetery directory. Clark will investigate repair needs further, estimate cost and report findings to the Board. Clerk asked if the portable toilet (that was rented for Memorial holiday) can be removed. Clark approved. Burmood made a motion to approve rock purchase, Dunkle seconded. Motion carried.* Jeanie Clark was also present to discuss the need for repairs to the street at 4th & Linn. Last year, not all street repairs were made due to expense, so the Village needs to plan for repairs completed this year. The 2020 bid from concrete contractor, Affordable Construction has increased by 5% this year. The Board reviewed a $1500 bid received from D. Arias Home Solutions for work on the auditorium roof. Work includes the addition of flashing around ductwork entering the roof (to block rainwater) and replacement of missing/damaged shingles on the upper roof. Burmood made a motion to approve bid, Dunkle seconded. Motion carried.* Seth Pearson and Tom Eulberg, Village Maintenance, marked the placement of 16 trees of various species that have been planted by Great Plains in the park. Maintenance will continue to water, as needed, until established. Eulberg will talk to Maintenance about removing dangerous tree limbs on remaining mature park trees. Discussion continued on water run-off assistance through the Papio-Missouri River NRD Urban Cost Share Program and the USDA Assistance Program for Rural Communities on Water/Waste Management Disposal Projects. A letter will be sent to three engineers to invite them to bid the design of a water run-off plan for Kennard. Washington County Maintenance Department will be contacted to request clearing of the blocked drainage culvert on the southwest side of town. Discussion continued regarding an interlocal agreement with Blair to provide building inspection services. Clerk to contact Rod Storm, Blair City Administrator, to set up a meeting or invite him to attend next Village Board meeting. The Village Water Department has been keeping records, as required, of maintenance done to the water system, including hydrant flushing. Periodic flushing is improving water quality. Clerk will obtain copies of maintenance records that are being forwarded to Blair for their reporting to the Nebraska Department of Health and Human Services. A letter was sent on June 2nd to water customers residing at the Spring Ridge Development regarding a billing error. A multiplier was set incorrectly on many accounts in the billing system, so usage was measured too low and many residents were underbilled. The multiplier is believed to be set correctly on all accounts now. Clerk to research the flat fee due from owners of lots or unfinished homes in the development. It was brought to the attention of the Village that a contractor has been filling up water trucks/tanks at a Spring Ridge hydrant. Village will investigate further, as this is theft. Also, many customers’ water usage is being estimated due to meters/wiring needing repair/replacement. Customers will be contacted to set up an appointment for Village Maintenance to troubleshoot their systems. Residents have been complaining about parking violations and junk within the Village. A letter will be sent to the resident(s) and/or the Sheriff’s Department will be notified to enforce Village ordinances regarding same.
