PUBLIC NOTICE Washington County Board of Supervisors The Board met in regular session at 3:06 pm on Tue, Dec 8, 2020 in the Conference meeting room at the Public Library in Blair, Nebr. Present: Chairman Steve Dethlefs, Co Board Members, Jordan Rishel, Lisa Kramer, Bob Frahm, Kevin Barnhill, Jay Anderson, and Steven Kruger. Also present, Co Clk Barb Sullivan, Shrf Mike Robinson, and Co Atty Scott Vander Schaaf. Board unanimously approved the agenda for 12/8 and the minutes for the 11/24/20 meeting. Board unanimously approved the monthly fee reports and all claims. Jared Schleifer, Weitz Construction, gave a brief update on Justice Center project. Bill Hansel gave an update to Road Dept projects then opened 3 bids for finance of 2 motor graders. Board unanimously approved financing 2 motor graders through US Bank with interest rate of 1.42%, $374,317.40 total. Board voted unanimously to adopt Res 2020-30; Washington Co Bridge Buy-Back Program in accordance to the terms of the project agreement. Board voted unanimously to adopt Res 2020-31; Placement of Engine Braking Signs on Industrial Park Dr. Board voted unanimously to certify William Hansel as Hwy Supt for 2020 as required by Nebr DOT. Michael Rooks, Gateway Development, gave an update on county projects, economic activity and housing study. Dan Douglas, Emergency Manager, discussed Planning Dept’s temporary closure then asked the board to review and approve a Washington Co Infectious Disease Protocol. Co Atty Vander Schaaf and Sheriff Robinson gave their feedback on the proposed plan. Board voted unanimously to enact the Washington Co Courthouse Infectious Disease Protocol to be reviewed by Emergency Management Committee on a weekly basis. Douglas then gave a brief update on Emergency Management for the county. Board voted unanimously to table signing of 3 yr contract with MAXIMUS Consulting Services Inc for County’s Indirect Cost Allocation Plan until they were furnished with more information. Public comments: Mike Anderson spoke. Board gave brief committee reports. At 4:22 p.m. the board voted unanimously to go into closed session for the purpose of discussing attorney client privileged information regarding current, potential, imminent threat of litigation and contract negotiations involving Washington County. Those present were 7 board members, Sheriff Robinson and Co Atty Vander Schaaf. Board voted unanimously to come out of closed session at 4:40 p.m. No action in open session.
