PUBLIC NOTICE Village of Kennard A regular and advertised meeting of the Village of Kennard Board of Trustees was held on Tuesday, January 5, 2021 at 7:00 P.M. at the Village Office. Notice of the meeting was given in advance notice thereof by posting in three locations in the Village. Notice was also given to all Board members. Availability of the agenda was given with the advanced notice. All proceedings hereafter were taken while the convened meeting was open to the attendance of the public. Chairman Clint Pearson called the meeting to order. In attendance were board members Joe Burmood, Cordero Hansen, Meghan Eulberg, Robert Dunkle and Clerk Jill Camden. Pearson advised those present of the location of the Open Meetings Act poster as required per State Statute 84-1407- 84-1411. Motion by Dunkle, seconded by Burmood, to approve the January 5, 2021 Agenda, December 2020 Meeting Minutes and January 2021 Bills. Motion carried. The November and December 2020 Treasurer’s report was reviewed and accepted. The Village is still pursuing an agreement with the City of Blair to provide building inspection services. Clerk Camden will contact Erin Roe, Blair inspector to obtain a fee schedule for services so a contract can be drafted. Resolution 2021-1 Signing of the Year-End Certification of City Street Superintendent 2020 as required by State of Nebraska Statutes, sections 39-2302 and 39-2511 through 39-2515 was introduced so the village can qualify for an annual incentive payment. Said Resolution was read in its entirety by Dunkle and he moved to adopt. Pearson seconded. Motion carried. Potential Resolution 2021-2 for increase in Village water/sewer rates was discussed. According to our financial audit for last fiscal year, the sewer account showed a loss of approximately $6,600. Clerk Camden will confirm the number of sewer customers and seek the advice of the village accountant for a recommended rate increase beginning in March 2021. Residents are currently billed $45.00 monthly for sewer service. A vote and resolution is tabled to the February meeting. Insurance coverage questions from the previous meeting were answered via email by Darcy Huff with Blair Insurance Agency. It was decided that the Village has adequate coverage, except confirmation is needed that the park shelters are covered at $30,000 each. Clerk to confirm. The Village is still awaiting the delivery and installation of a replacement door for the lift station. Seth Pearson and Tom Eulberg, Village Maintenance Department, discussed several issues that need to be addressed at the auditorium, including the discovery of water-damaged items in the basement and in the kitchen island. They suggested that the damaged, unused items in the basement be removed and discarded. There are also broken floor tiles in the kitchen. It was suggested that the kitchen be completely gutted and redone. Clerk to contact the auditorium cleaning person to have him do an inventory of cleaning supplies/equipment to dispose of in the kitchen/utility closet. There is also the need for new ceiling tiles/insulation throughout to improve the HVAC efficiency and to reduce utility costs. There is a water valve cover in the sidewalk in front of the auditorium that is slightly below grade that needs raised to prevent a fall-hazard. Maintenance will add sand to raise the cover so it’s level with the surrounding concrete. The drywall replacement by Matt Rasmussen (previously approved) is on-hold until the basement is cleared and the damage is accessed. Board approved the rental of a dumpster for the removal of items. Tom Eulberg and Seth Pearson discussed the urgent need for removal of a damaged/dead elm and mulberry tree in the park. An estimate for tree cutting and removal by an outside contractor was received for approximately $4-5,000. Maintenance suggests that we have the two trees dropped by the contractor ($600) and maintenance cut and remove the trees for approximately $3000 total, including tree dropping, chainsaw purchase and wood chipper rental. Maintenance suggested that logs/wood chips be made available to residents and wood chips be used as mulch on replacement trees. There are also 10 ash trees in the park with Ash Borer (located under OPPD transmission lines) that also need to be removed. Maintenance will contact OPPD to see if OPPD will remove the trees. In total, there are 17 trees in the park that appear to be becoming unsafe that are tagged for removal. An estimate from Great Plains Tree Service was received for $1400 for (16) replacement trees up to 2” in diameter. The NRD has a tree grant program that the village will likely qualify for that will reimburse up to $250/tree for a $2500 maximum reimbursement. An application for this program will be submitted by the Village. Burmood made a motion for maintenance to remove the two trees in the park with a cost not to exceed $3000. Dunkle seconded. Motion carried. There were no junk ordinance violations to discuss. Seeing no further business, the meeting was adjourned at 8:35 p.m **Unless otherwise noted, voting is unanimous.
